II. Parker Preble called the meeting to order at 7:30 p.m. in the City Council Chambers
Majority of the members -.ere not present, tterefore the. Commission could not le;rlly
transact business.
III. Minutes of the July 11, 1974 meeting were corrected by Sam Van Why.
Correction: Chuck Solano nominated. Dave Moore for Chairman; and Sam Van Why and
Dave Moore nominated Parker Preble. Minutes were approved as
corrected.
IV. Committee Reports
A. Executive Committee: URC Chairman Preble asked about comments on the re-
structing of HAC.
Dave Moore commented that the executive had left out the Research Committee
proposed by the Restructive Sub -committee, noting that each committee be re-
sponsible for-doiug its own research.
Mr. Moore also commented on the size of the Education Committee due to the
developing of a program to acquaint citizens of Ft. Collins with the human
Eights Ordinance.
Discussion then turned to appointments made. by Executive Committee. Chairman
Preble asked for agreement of assignments made.
Liz Dyer was added to the Grievance and Investigation Committee.
There was discussion on having a standing reserve cumniJ.tee to take on problems
that come up. Dave Osborn suggested that it be discussed at the next meeting
along with any changes in committee assignments.
Also discussed was Ben Naphey's suggestion that a written report of each standing
committee be prescntad at each Jac meeting.

Dave Moore commented that he was not in favor or reporting and felt that
it was not necessary at this time.
Dave Osborn concurred with this statement saying that reports could be ex-
plained without a written report.
Chairman Parker not in favor of report:irb- Vules and procedures should be
added as necessary bi!: not necessary new. Hi.nutes of committee reports
should remain optional_.
B. Grievance and Investigation
Abel Amaya was introduced by Dave Moore and presented his complaint to the
Commi.ssion concerning, the current selection process used by the City Council
in appointing, members to the boards.
Mr. Amaya explained the circumstances which lead to the complaint and explained
that he was quest.00105 as a citizen and as a minority the criteria used for
selection of board members.
Sam Van Why reported that he had talked to Mr. Brunton, City Manager and a
council member about the situation, He informed the Commission that the City
Council received a List of applicants to the board with a short summary about
qualifications.
Abel Amaya noted that he had not been asked to submit any kind of background
material, and the information written about him was innacurate. He wants to
know where they received the information.
Dave Moore noted that most board positions are filled with people who have
some rapport with a council member.
Mr. Van Why indicatedthat council had information on all :applicants for the
Library Board but chose :someone recommended by Mr. Webber.
Dave Moore suggested that the Commission question City Council. on Abel's
behalf.
Dave Osborn moves" that the Grievance Committee submit Abel's complaint to the
City Council at its next meeting.. The motion was seconded by Sister Dyer.
Parker Preble suggested that a letter be sent to City Council members informing
them that this matter would be taken up for discussion during the public response
session of its next I71ee.ti.ng.
Mr. Van Why also reportedon three complaints received.
1) A woman fired from Woodward Govenor for wearing a short skirt. However,
this is not a violation and was referred to ACLU. as a personal suit.
2) Another complaint from Woodward Govenor was not in the city and was
referred to Colorado Slate Civil Rights Commission.
3) Jim Reynolds Boas contacted about a women who was fired because of her
sex, and Kral been given and filled out: the proper forms tart the office
Ks had no personal contact with her,

Mr. 'Jan Why reported ona request to include the mentally and physically handi-
capped protected by the Iluman Rights Ordinance.
Swallow Home has a movie they would like to show; but it was decided to postpone
the movie to a Otter date.
C. Police Community Relation'
Minutes were corrected by Dave Moore who noted that Mike DiTullio's name was
omitted from those who were present.
Dave Moore pointed to the most significant parts of the meeting.
1) That complaints would now be filed in the City Managers Office and
Hunan Resoorc Department as well as the Police. Department.
2. A series of cultural workshops would be planned to help Chicano/
Police relations.
Dave reported that be plans to work with AUG (Association & University
Chicanos) and Ray Burrola to provide a cirriculum.
D. itr_venue Sharing
Margaret Batson gave a report on the Lari.mer County Human Resource Board.
(see Appendix A)
Education
Dave Moore plans to contact civil service organizations to set up speakers to
inform community members about the Human Eight Ordinance.
Jim Baird and Dave Moore_ were assigned to organize an annualreport which is due
in October.
Sam Van Why asked why HRC had not become involved in the county .jail problems.
Dave Moore said that:
1) It was no place for HRC to intervene
2) Their need was being adressed by the County Commissioners and State Health
Department.
The Meeting was adjourned at.9:25 p.m.
