MEMORANDUM

SUBJECT: Minutes of the November 14, 1974 Meeting
I. The meeting was called to order at 7:45 p.m. in.the Coffee Lounge of City
Hall by Chairman Parker Preble, A quorum was not present.

The minutes were approved by consensus. the Commission also wanted to
recognize and commend Ed Ostertag for attending the Revenue Sharing meetings.
Committee Reports:
A. Executive: Parker Preble had no report for this Committee
B. Education: Dave Moore was not present to give report
C. Grievance and Investigation: Sam Van Why asked Parker Preble to report -
that there were no grievances.
D. Pnl].Ce Community Relations: Pat Kelly was introduced and gave a report
on activities of the Police Department.
Neighborhood Police Program - On a trial basis and according to Chief
Kelly, it is working well and probably will become permanent for the
City.
Kelly commented on recommendations made by the URC concerning police
taking classes. It is not working out as well ns was expected and
he suggested that department stress management and counseling on the
personal lovcl.
Chief Kelly also suggested that the complaint procedure was involving the
City Manager's Office too much.
Kelly reported on the radio programs aired on Saturdays. The program

urges citizens to call anon certain subjects.
-'The ride -along, program was also discussed. It has been in operation
for six years and is quite popular.
✓The. one-to-one car plan is working well for the patrol division.
-The state report on City Jail. flunked.
Kelly commented that the jail is a temporary holding faei.Lity and the
City can't. afford Lo make any changes required by state to meet regulations.
-Also discussed was the cooperation of the MentaL Health 24 hour Crisis
Center and the Police Department in regard to family fights.
-Kelly wants the URC to participate in an in-house education program on
the Human Rights Ordinance. Rules and regulations concerning complaint
procedure, testing procedure, curfew law, and dead storage could be III
violation of the Human Rights Ordinance.

E. Revenue Sharing: Margaret Batson had no business to report_ other than
the fact: that she in attending, Larimer County Human Resource Board
meetings.
P. Special. Committee: Annual Report - Rev. Baird and Dave Moore were not
present. Chairman Preble noted that anyone who wanted to make suggestions
to the report should contact Parker Preble, Jim Baird or Dave Moore.
Rosi.ta Bachmann, Human Rights Officer was introduced by Chairman Preble.
She pave a report on the proposed symposium.

It was decided by consensus that Ro:i.ta Bachmnnn meet with HRc at regular
meetings.
VII. Other Business
Ed Ostertag criticized the City recreational program which tale children
to Hidden Valley on weekends. He felt that this program was limited to those
Who could afford service, thus only for advantaged kids.
Chairman Preble asked Mr. Ostertag to inquire about the recreational program
from H.R. Phillips and report at. the next meeting.
