SUBJECT: Minutes of the May 8, 1975 Meeting
I. The meeting was called to order at 7:30 p.m. in the City Council Chambers
II. Members Present:

III. Minutes: Minutes of the April 10, 1975 meeting were approved as distributed.
IV. Committee Reports:
A. Executive:
1. Mr. Bob Brunton, City Manager, supports the HRC's re-
duction of membership to 9. Thus far there has been
no final determination as yet.
2. The HRC discussed the recommendation of new members
but were informed by Sam Van Why that according to
City policy only City Council can appoint members
and not the Human Relations Commission.
B. Education:
I. It was reported that the Committee met April 23, 1975
to discuss the possibility of distributing a pamphlet

on the role and function of the Human Relations Com-
mission and the Human Rights Office.
2. The Committee discussed the idea of having fall work-
shops and inviting various civic groups to those work-
shops.
C. Grievance and Investigation: Sam Van Why
1. Nancy McComb, a concerned citizen expressed to Sam Van Why
her concern about current leash laws and policy procedures
in dealing with the laws. She felt dog catchers should be
a little more lenient when dealing with persons in the Buck-
ingham area onthe account of their language barrier. Most
are Spanish speaking with little or knowledge of English.
She further felt that a court summons should be served during
normal wake hours and not after 10:00 p.m., like a particular
case she knew of.
2. The Human Relations Commission recommended that the public be
better informed to the leash laws and procedures. Liz Dyer
was assigned the task of informing the public.
D. Police Community Relations: Sam Van Why
Sam Van Why informed the Commission that he and Dwayne Hill,
a C.S.U. professor in political science will be meeting on
May 9, 1975 to discuss the questionnaire on policy community
relations.
E. Revenue Sharing: Margaret Batson
Margaret Batson informed the members that she shall advise the
Board members as to the dates and times of the Larimer County
Human Resource Board meetings. She urged members to attend them
if at all possible.
V. Progress Report on Community Development Act Housing Rehabilitation Program
It was reported that the A-95 review of Human Resources is just getting
started.
VI. New Business
A. Rosita Bachmann, Human Rights Officer, reported to the Commission that
she had just completed an investigation which entailed her first monetary
settlement.
B. Rosita Bachmann also reported that the City Affirmative Action Program
is still in the beginning stages and she will report later as to any
further information she receives.

C. The Human Rights Officer will. have ready for the next meeting,
the guidelines manual to the Human Rights Ordinance.
VII. Adjournment
The meeting was adjourned at 9:40 p.m.
