Dave Moore, Acting Chairman, called the meeting to order at 7:45 p.m. in the City Council Chambers. II. Roll Call: Members Present: Members Excused: Ann Azari Dick Yates - Intends to submit a Margaret Batson Reverend Osteretager of resignation Lt. Colonel Arthur Jackson Dave Moore Cloria Newman Ben Napheys Sam Van Why Staff Present: John McGraw, Director of Human Resources Rosita Bachmann, Human Rights Officer Shelley Domann, Secretary to John McGraw III. Minutes of the May 8, 1975 meeting were motioned for approval by Dave Moore. So moved by Margaret Batson. Seconded by Sam Van Why. IV. Committee Reports: A. Executive: D-gyve Moore: Dave Moore announced that the Human Relations Commission will. hold elections for a president, vice-president and secretary at their next regular meeting in August. B. Mr. Moore also suggested that the Commission send out a letter of recognition to Dr. Preble who recently resigned from the Commission. Dr. Preble has been actively involved with the HRC since its inception in 1964. All members agreed that such a letter be sent on their behalf. ' 'Page IV of July 11, 975 -., .. The Commission members were informed that the number of members on the Commission has been officially reduced Co nine (9) members. (See attached Resolution I/36) ix r 13 cation: Dave Moore: Dave Moore reported that there are presently four members on the Education Committee. Mr. Moore stated that -he hopes the Committee will continue their efforts on informing the publicabout the Human Rights Ordinance and perhaps for the future begin preparation for seminars on informing the public on the Human Relations Commission's roles and functions in in the City of.Fort Collins. ' Rosita Bachmann reported that shee is in the pro- cess of preparing workshops on "Equal Employment Opportunity", and has so far recruited the help of Lupo Carbajal, Rick Marcus and Dan Leeper for the purpose of organizing the workshops. She also .indicated that the City, County and Chamber of Commerce has indicated their willingness to help in the expenses incurred. The workshops are scheduled for the months of September, Octo- ber.and November. Ms. Bachmann further reported that: workshops on "Bair Housing" are preliminarily set for winter No final dates have been set. C. Grievance and Lnvestiration: Sam Van Why: Sam Van Why reported that the police survey will be ready for distribution in September and that the survey will be distributed to 800-900 persons. Police cadets will help in the administering of the survey. Sam reported to the Commission that there Is presently a problem of the State Public. Revenue Sharing: Margaret Batson: Margaret Batson reported that the Larimer County Human Resource Board is still in the process of reviewing agency applications submitted to the Board. She also indicated that Commission members and the public are cordially invited to these review sessions and that a schedule of meetings is avail- able at the Department of Human Resources. V. human Rights Officer Summary Re�rt_ Rosita Bachmann: Rosita Bachmann submitted to the Commission members her Summary Report covering case histories from November 1974 through May 31, 1975. Dave Moore added that he would like to see the Human nights Officer continue to submit a summary report on a 3- month basis. lien Napheys expressed concern about the 10 complaints under "Special Cases", which involved complainants who were nervous about filing a complaint while on the job and decided not file after all, although the Ordinance covered their specific problems. Ms. Bachmann pointed out that many of the complainants need their jobs and do not want to put their employer on the defensive because of fear of losing, their much -needed job. Ms. Bachmann reported that she had one particular case involving a complainant who felt be was discriminated against by the Port Collins Police Department on the streets of Fort.Collins. Ms. Bachmann said that she could not accept the complainL on the grounds that the Colorado Civil. Rights Commission does not consider the streets of Fort Collins a place of public accommodation. Ben Napheys added that even though the complaint could not be filed, the complainant still had other avenues, such as :civil suit or referring his complaint to the Police Com- muniLy.Relations. Dave Moore assigned to the Police Commun.LLy Re:Lations the task of addressing the section of the Human Rights Ordinance. which pertains to public accommodations in relation to the streets of Fort Collins. pAte 4 Minutes of July l.l, 1975 0 John McGraw announced that Rosita Bachmann has been assigned Affirmative Action Coordinator for the City. She willhelp in the drafting of the Affirmative Action plan and 50% of her time will he donated for that program for the remainder of the 1975 year. Ben Napheys commented that he feels concerned over the )pre_ sibility of the Human Rights Officer's job becoming a 1. time job. John McGraw said that once a whole populous of persons have. become aware of the Human Rights Ordinance and have been edu- cated on it, the number of complaints decreases, therefore sometimes duties of the Human Rights officer can be directed to perhaps other needed areas. In conclusion, Mr. Napheys stated that hee hopes the basic job of the Human Rights Officer is not spread so thin that the officer becomes ineffective on her job of handling human rights complaints. The Education Committee members had previously received the "Manual and Guidelines for the Fort Gollins Homan Rights Ordi- nance". Ms. Bachmann commented that she hopes to submit it to Council soon and perhaps on the ann-iversary date of the Human Rights ordinance #40, after the Commission has had a chance to review and approve it. Dave Moore assigned to the Education Committee the task of re- viewing the manualand submitting to the HRC any suggestions or recommendations they might have. VI. Revisions made by the HRC on the New Hum_a_n Relations Commission re Odinance and New Blaws Will be given at a later date. VII. Adjournment The meeting was adjourned at 10:40 p.m. 0 ORDINANCE NO. .16 , 1975 BEING AN ORDINANCE AMENDING SECTION 2-17 OF THE CODE OF THE CITY OF FORT COLLINS RELATING TO THE HUMAN RELATIONS COMMISSION BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT COLLINS: That Section 2-17 of the Code of the City of Fort Collins be, and the same hereby is, amended by changing the first sentence thereof to read as follows: "There is hereby created a Human Relations Commission, which Commission shall consist of nine (9) members to be appointed by the City Council." Introduced, considered favorably on first reading, and ordered published this 17th day of June, A.D. 1975, and to be presented for final passage on the 1st day of July, A.D. 1975.
