PUBLIC LIBRARY BOARD
MINUTES -- REGULAR MEETING
MARCH 8, 1983 -- 7:00 p.m.

PRESENT: LIBRARY BOARD-- Lloyd Spawn; Christine Kneeland, Don Morgan,
Jerry Johnson; LIBRARY STAFF -- Jane Davis, Robert Holzfaster.
The meeting was called to order by the President, Lloyd Spawn. The minutes of
the previous meeting were approved as distributed. There was no correspondence.
Jane Davis, Library Director, reported that Robert Copeland had accepted the
Reference Librarian position and had started to work March 7. The clerical
opening in the Children's Area is being advertised.
Borrower's fee collection fell to $1,769 in February. Building traffic is up
over last year and total circulation is slightly down. Complaints about the
fee continue at about the same level as January.
Jerry,Johnson reported on the first meeting of the Larimer County Ad Hoc Commit-
tee on Library Funding. The group will meet again March 29. Bob Keister from
the County Budget Office is serving as staff to the group. Nona Thayer, County
Commissioner, presides.
Under Old Business, Lloyd Spawn asked Christine Kneeland to put the rough draft
of the ideas for the role and mission statement into coherent form for the next
meeting.
Under New Business, Jane Davis informed the board members that library division
heads are looking at the following items in terms of budgetary needs for 1984
and beyond:
Putting the cut hours back
Increasing the materials budget
Funds for maintenance and repair of building, furniture and
equipment
Purchasing additional terminals
Providing bibliographic data base access
Providing cable TV accessibility - monitors, play -back units
Subject and author access to our data base
Overdue module for our data base
Public access terminals for our data base

Budgeted programming funds
Upgrading collection in areas of significant need
Personnel needs
Lobby remodeling
Acquiring inventory equipment
Funding for a branch library
Jane Davis reported that a member of the Timnath Town Board inquired about
paying a flat fee to the library which would allow all Timnat,h residents
borrowing privileges.
Lloyd Spawn appointed Don Morgan as Library Board liaison to the Friends of
the Library.
