Y)R;PARTM1= MINIMS OF MEETING Junse22, 1976 A special meeting of the Parke and Recreation Advisory Board was called to order by President Bob Hunt on June 22 at 7:30 P.M. This meeting was scheduled to discuss the sliding scale and the cost analysis of recreation programs. Minutes of the previous meeting were approved. Ray Kruse, Co-ordinator of Physical Education for Poudre R-I has been appointed by School Superintendent, Don Webber, to be a non -voting member of the Parks and Recreation Board. SLIDING SCALE: Discussion of the sliding scale followed. Tom Frazier pointed out that a sliding scale is not used for any city services, but a form of discount is used in some instances; e.g. property tax for senior citizens. Agencies with revenue sharing use a sliding scale; e.g. Care -A -Van. Senior Citizens take Parks and Recreation programs for one-half of the fee charged; they also receive a golf diiicount. Tom believes that the Human Resources Department should handle the research on low income eligibility and that it should not be a responsibility of the Parke and Recreation Department. Gladys Eddy said that more money will be spent administratively whichever department does it and that the use of a sliding scale will not bring in extra funds. A motion was made by Dave Philips and seconded by Donna Beard that a letter from the Parke and Recreation Board, along with letters of courant from surrounding cosnunities, be sent to City Manager, Bob Brunton, outlining the Board's reasons for doubting the effectiveness of the sliding scale. These reasons include: 1. Property taxes and sales taxes already are a form of sliding scale; i.e. those with higher incomes pay more. 2. There would be additional administrative costs for this program. 3. There is outreach being done by Parts and Recreation staff to sake programs available to low income groups and minorities. (Chico Martinez is working with 60 children from Juan Fuullana School compared to 2 signed up last year. He has also obtained money from county co®issioners for staff people to involve low income people In programs at no cost to them.) 4. A sliding scale could be a stumbling block to participation because of the investigation of income for eligibility. S. Sliding scale is another form of a welfare -type program which can become fraught with mis-use and abuse. 6. A sliding scale will engender hard feelings in those middle income groups wbw already pay their own way in many areas and who would be ineligible on a sliding scale. 7. A sliding scale will not generate additional revenue. S. Where would the sliding scale stop? Would it include golf, etc? The motion carried 6-0. The Parke and Recreation Board would be happy to discuss any or all programs with City Council. COST ANALYSIS OF PROGRAMS: The cost analysis for programs was outlined by Ton Frasier. He said a good result of the study is that it serves as an Indicator of where staff tine is spent. On the negative side, the study can only be an eatimate of cost. It is difficult to assign the cost of time that goes to a particular area; also some costs don't pertain to a particular activity. Gladys Eddy indicated the report should be looked at for obvious discrepancy of cost and income; then justify the discrepancy or make it less by increasing the charge or drop the program. According to Tom, administrative cost would not change, even if some smaller programs were dropped. According to H. R., City Council wants recommendations on budget and fees as soon as possible. Bob asked H.R. and Tam to look at program fees along with cost analysis and make recommendations to Hoard as to whether or not changes In fees should take place. The Hoard has reviewed the cost analysis and will review the recomWndations in September. Tom mentioned some cities use sponsors, such as McDonald's to help defray the cost of printing their seasonal recreation brochures. A notion to approve the Hoard's By -Laws was made by Gladys Eddy and seconded by Don Peters. Motion carried. According to Gladys Eddy, Park and Recreation program are offered in outlying areas, such as Wellington, because those areas are served by Poodre R-I School District and their facilities have been made available for Park and Recreation programs. Gladys Eddy said United Bank, sponsor of the tennis pro tournament at the Country Club in August, wants to give $500.00 toward the junior tennis program. H.R. will confer with Jean Helburg and Tom Frasier and give the United Bank some alternatives as to uses for the money. H.R. asked if the Board wanted to see the preliminary or final budget; the Board preferred to see the final. Meeting adjourned at 10:00 P.M.
