I. call to Order
Meeting was called to order by chairman Napheys at 7:40 p.m. in City Council
chambers, 300 W. LaPorte Avenue.
II. Roll Call
Members Present:

III. Approval of Minutes

CcmTLissicn Member Napheys nnved approval of the February 9, 1978 regular meeting
minutes. Cotmission Member Shoemaker seconded, and minutes were approved 4-0.
Ayes: Commission Members Napheys, Shoemaker, Zinxahl, and Salas. Nays: None.
IV. Receive Report on Recommendations to City Council of Replacements for Current
Vacanies
Chairman Napheys indicated that Commission members Sysum, Shoemaker, Lambert and
Smith met with him on March 6, 1978 to review the twelve (12) applications received
of qualified individuals for membership on the Camiission. Judy Duran and
Bonnie Hyra were receded for appointment; appointments will be made by City
Council on March 14th. Chairman Napheys noted that Paul Salas, Bob Zimdahl, and

his own terms expire this July, and encouraged Paul and Bob to reapply, indi-
cating he would not be eligible for reappointment.
V. Receive Report Fran Chairman Napheys on the Police Grievance Procedure
The Police Grievance Procedure will have its first reading by City Council on
March 14, 1978. (NOTE: Second reading of the proposed ordinance allowing the
Human Relations Commission to hold closed sessions regarding complaints filed
against the Police Department will be on April 4, 1978.)
VI. Receive Chairman's Announcement of Committee Appointments
Chairman Napheys indicated that no new committee assignments had been made
since Paul Salas' appointment to the -Police Community Relations and City Council
Advisory committees at the last Human Relations Camoission meeting.
VII.. Education Committee Report
Commission Member Shoemaker, as Chairman of the Education Committee, reported
that the Committee had met a couple of months ago and, although the ideas dis-
cussed at the meeting have not yet been implemented, a statement of goals and
objectives has been drawn up (previously distributed). Proposed ac= plishment
of these goals and objectives would be through the use of group panel discussions.
Will Huett of KCOL Radio was in attendance at the committee meeting to discuss
how to best use the media. He suggested that when the Committee is ready to
pfpceed, they utilize:
1. one of the 90-seoond public service announcements on KCOL, and/or
2. Eleanor Gale's talk show which is aired every Monday, Wednesday, and
Friday for 25 minutes.
He also suggested the possiblity of a "media blitz", e.g., an article in the
paper as well as a radio spot.

topic to be presented to the public. Following were further points of discussion
regarding possible format, subject, and participants in a talk show or panel
discussion:
- An informational type of talk show with representatives from the Police Depart-
ment, the City Manager, City Attorney, and Human Relations Commission to dis-
cuss the Police Grievance Procedure.
- Make panel presentations on the Police -Grievance Procedure to interested groups.
- Utilization of a new, local magazine put out 17y Eleanor Gale.
Chairman Napheys expressed his desire that such a talk show be done before the
end of the year (i.e., before July as this is when meobership terms expire).

Commmissicn Member Shoemaker moved that the Education Committee proceed as
soon as possible -to implement processes to make the media aware of the Police -
Grievance procedure. Commission Member Napheys seconded, and motion passed
4-0. Ayes: Ccmmmissicn Members Napheys, Shoemaker, Zimdahl and Salas. Nays:
None.
Commission Member Napheys further moved that the Education Committee follow up
on another topic to be presented to the media before June 3, 1978. Commission
Member Shoemaker seconded, and motion passed-4- 0. Ayes: Commission Members
Napheys, Shoemaker, Zimdahl and Salas. Nays: None.
VIII. Other Business
A. Commission Member Zimdahl indicated that he had followed up on his idea of
the January pmmeeting that he look into the lack of minorityrepresentation
on City boards and commissions. The focus -so far has been on interpreting
minorities as Spanish surnamed individuals.
Points to be considered are language, economic, and cultural barriers.
Zintahl indicated he had had private conversations with several people and
that a meeting with Rosita Bachmann, Father Nadal, Paul Salas, and Ernie
Pcrero had been held at Holy Family Church to discuss human relations in the
minority community. Another scheduled meeting had been canceled.
Zimdahl indicated that so far he has found that there is a significant
problem which will not be solved by extending invitations to minorities to
serve on the boards, nor by meeting at Holy Family Church. He indicated
he would like to continue meeting with people like those who met at the
Holy Family Church.
Zimdahl indicated he would eventually cone back to the Commission with
recommendations and/or resource people. He further noted that focus on a
particular issue was needed:: -The likelihood of Human Relations Commission
members really "getting something to happen" is low, but the problem still
deserves their attention. He indicated he would continue to work with
this subject.
Chairman Napheys noted that the next meeting's agenda (April) is devoted to
the City Council Advisory Committee.
B. Commission Member Lambert, as a memtxer of the Handicapped Advisory Committee,
indicated the Committee had planned a "get together" for all organizations
in the County to communicate (i.e., who is doing what, duplication of services,
etc.). The group will also put out a bi--mmbnthly or tri-monthly newsletter.
C. Chairman Napheys reminded the members of the annual boards and commissions
appreciation dinner to be held on the March 17th at the Ramada Inn.
IX. Adjournment
Commission Member Salas moved for adjournment. Commission Member Lambert seconded,
and motion passed 4-0. Ayes: Commission Members Napheys, Shoemaker, Lambert and
Sachs. Meeting adjourned at 8:30 p.m.
