I. Call to Order
Meeting was called to order by Chairman Napheys at 7:30 p.m., City Council
chambers, 300 West LaPorte Avenue.

Paul Thayer is on the Education Committee and is informally on the City Council
Advisory Committee.
IV. Consider Approval of the April 13, 1978 Regular Meeting Minutes
April 13 minutes page 4, 1. Precise recxinrendations on: a) should read "how
to solicit more applicants..."
With the above change, Cmmission Menber Wengert moved approval of the minutes.
CommissionMemberZimdahl seconded and minutes were approved 5-0. Ayes: Cammissio
Members Napheys, Smith, Zindahl, Wengert, and Thayer. Nays: None.
V. Receive Report on Recanrerdation to City Council of Replacement for the
Rosita Bachmann indicated that Judy Duran would be leaving Fort Collins

this summer. (At their April 13, 1978 meeting, the Human Relations Commission
approved sending a letter to City Coumicl recommending that Judy Duran be
appointed to fill Don Lambert's vacancy.) It was decided that Chairman
Napheys would contact Judy Duran to verify this.
- Arnold: Vacancies on all City boards and commissions were just advertised
(appointments to be made June 20). Sane City Council members have expressed
concern regarding Hunan Relations Commission membership (specifically the
recent appointment recommendations by the Hunan Relations Commission and
subsequent City Council appointments and Commission Member Lambert's
resignation). There seems to be a ccrmuiicaticn problem in the boards
and commissions manual phraseology regarding recommendations for appoint-
ments. The City Council does look at recommendations made, although
those recommendations may not necessarily be the appointments.
- Napheys: As a Commission, we realize it is obvious that City Council is
not bound to accept our recommendations. We should be confident that
City Council considers our recommendations and I as sure that they do.
- Zimdahl: We need to separate a couple of issues:
1) The Human Relations Commission recognizes that City Council
has the only authority to make appointments and we are not
making any move to change that.
2) Don Iambert's resignation may have upset some City Council
members (i.e., the Human Relations Commission feeling of
themselves as being an appointive body).
3) ',Peelings regarding minority representation should be dealt
with independently of Human Relations Commission appointment
recommendations. (Arnold: The minority representation
issue is scheduled for a City Council work session on May 23.)
Cc mmFssion Member Zimdahl moved that Chairman Napheys communicate the with-
drawal of Judy Duran's recamendation for appointment and that the advertisement
for vacancies on the Human Relations Commission be for 4 positions. Commission
Member Thayer seconded and motion passed 5-0. Ayes: Commission Members
Napheys, Smith, Zimdahl, Wengert, and Thayer. Naysz None.
VI, Consider Nominations for Vacancies to occur in July
Thayer: What is the process for making recommendations?
- Napheys: The last time we made recommendations, a nominating committee
canposed of those who expressed interest in being on such a committee net
and reviewed the applications received and sent a letter to City Council
with their recommendations.
- Zimdahl: Is it out of order for us to review applications?
- McGraw: No, according to the boards and commissions manual it is not out
of order for a nominating committee to review applications and sake
recommendations. However, the Human Relations Commission should expect
that these nominees will not automatically be appointed.

McGraw indicated that Paul Thayer and Janet Wengert of the Hunan Relations
Commission and himself attended a United Way long-range planning committee
meeting on May 9, 1978.
Thayer indicated that United Way and Larimer Hunan Resource Board funding
processes were reviewed in terns of:
1) similarities and overlaps.
2) efforts being made to take inventory of resources available.
3) specific areas of possible cooperation:
a) application forms
b) funding hearing processes
c) data collection for planning purposes
It is clear that people did want to cooperate while still maintaining integrety
of funding decisions as a separate process for both United Way and the Tarimer
Hunan Resource Board. An important point was that agencies who provide the
same service cooperate. Thayer indicated that the idea of a procedure to
allow for separate application by agencies (if they desire it) was addressed
at this ineeting.
Cammm4ssion Member Thayer moved that specific recommendations to the respective
boards (United Way and Iarimer Hunan Resource Board), based on the idea of
this being a pilot project, be made as follows:
1) cooperate in formulating a uniform application; and,
2) cooperate in formulating alternatives to accommodate joint budget
hearings and agency visits.
included as part of the motion are the ideas that joint budget hearings and
agency visits will be conducted on a voluntary basis (i.e. each agency may
apply separately if so desired), and that assessments of the joint funding
process be at completion date. Commission Member Zimdahl seconded and motion
passed 5-0. Ayes: Commissions Members Napheys, Smith, Zimdahl, Wengert, and
Thayer. Nays: None.
VIII. City Council Advisory Committee Report
As indicated earlier by City Manager Arnold, the Hunan Relations Commission's
report on minority representation will be heard at a City Council work session.
- Zimmdahl: How does the Commission want the presentation to Council handled:
1) as a presentation from the city Council Advisory Committee? or
2) as a presentation from the Hunan Relations Commission as a whole?
(The chart reflecting minority and female representation on City boards and
commissions was reviewed.) We need to point out to City Council: 1) what
the data says, and 2) what the data implies.

- Thayer: The strongest approach would be to present a fair analysis of the
data and recommend alternatives. We need to consider the time -frame; it
may be less desireable but important to make the presentation soon, as
it is just before the next appointments will be made.
- Zindahl: I feel that City council generally is not aware of the situation.
I would like to present the data to City Council —we can suggest why
minorities don't apply; we can suggest what they would do if they were
appointed. I don't want to compare individuals; my purpose would be just
to get City Council thinking about other applications.
A sheet with an abstract of nine of the City boards and commissions (both
English and Spanish) and their functions was distributed. Following were
points of discussion:
- Whether or rot the sheet should be presented as an invitation to the minoritie
to apply or more as a matter of information.
- Whether or not the sheet should have any reference to City Council or the
Human Relations Commission and whether or not it should be on City stationary.
- If the sheet should list all City boards and commissions.
- Presentation of the sheet as a charge (responsibility) of the Human Relations
Commission in keeping with the boards and commissions manual and the desire
for broad representation of all segments of the community on boards and
commissions.
Commission Member Zindahl moved that the data regarding membership be presented
to City Council, plus the document for dissemination to minorities, at the
designated work session (May 23). The document to be distributed will be on
City letterhead, signed by the appropriate person, include all City boards
and commissions and delete references to "nine" and "particular" boards and
commissions. Commission Memmbes Smith seconded and motion passed 5-0. Ayes:
Commission Members Napheys, Smith, Zimlahl, Wengert, and Thayer. Nays: None.
Commission Menber Thayer moved that the Human Relations Commission take the
responsibility for seeing to the distributicn of the information to all
appropriate individuals and groups and that indication be given as to where
the application is turned in, a contact person, and when the application is
due. Commission Member Wengert seconded and motion passed 5-0. Ayes: Cammissic
Memmbers Napheys, Smith, Ziumdahl, Wengert, and Thayer.
Cammission Member Wengert moved that, in keeping with the protocol of Erknibit "A"
of the boards and commissions manual (see Mdiibit "A" attached), Commission
Mmber Zandahl will present the information to City Council. Commission Member
Smith seconded and motion passed 5-0. Ayes: Commission Manbers Napheys,
Smith, Zindahl, Wengert, and Thayer. Nays: None.
Chairman Napheys noted that he had received a copy of the Police Deparbnent's
1977 Annual Report delineating the Department organization, responsibilities,
training, statistics, etc. Napheys indicated that any members wishing to

review the report were welcome to.
X. Hunan Rights ordinance Amendment etc.
John McGraw indicated that he had net with Assistant City Attorneys IAley and
Deagle, Jim Reynolds and his assistant fram the Colorado Civil Rights Commission.
Past problems and the City enforcing the Human Rights Ordinance against itself
were discussed.
An early resolution process with the Civil Rights Commission investigating
the City of Fort Collins was discussed. In this process, an investigator is
sent immediately when a complaint is filed to act as a conciliator (not an
investigator) to attempt resolution without investigation. Rosita Bachmann,
as Hunan Rights Officer, would act as the contact person advising the Civil
Rights Commission and appropriate people when a complaint is filed. This
would call for an amendment to the Ordinance. Legal staff is currently working
on such an amendment; a draft of which should be available in approximately
one month. A copy of the draft will be distributed to Hunan Relations
Commission members before it goes to City Council.
XI. Other Business
A. Rosita Bachmann distributed conies of the Hunan Rights Office accomplishments
for 1977 for the Commission's review and comment at the next meeting.
B. Bachmann indicated that seminars on "Free Enterprise and Social Responsibility'
will be sponsored with the Chamber of Comuerce in the fall.
C. John McGraw discussed the impact of the City reorganization on the Hunan
Relations Commission —the Community Services Department will include
6 commissions and it is important to recognize a liaison between these
boards and commissions. MmGraw's recommendation is that a delegate from
each of the commissions meet quarterly with delegates from the other
commissions to review what each cammission is doing.
