HomeMy WebLinkAboutHuman Relations Commission - Minutes - 01/14/1993HUMAN RELATIONS COMMISSION MINUTES Regular Meeting - January 14, 1993 Council Information Center, 300 LaPorte Avenue 5:30 - 7:00 p.m. Council Liaison: Ann Azad Staff Liaisons: Jaime Mares Becky O'Donnell A regular meeting of the Human Relations Commission was held on Thursday, January 14, 1993, in the Council Information Center of the Fort Collins Municipal Building. HRC Members present: Rudy Garcia, Linda Beardsley, Rickie Calkins, Arnold Gum, Harold Wallace, and Elaine Boni. HRC Members Absent: Man Oberoi, Shari Olson, Letty Coykendall Council Member Present: Ann Azad Staff Members Present: Jaime Mares, Becky O'Donnell Guest: Lt. Pat Kelly, Police Services I. Meeting was called to order by Rudy Garcia at 5:35 p.m. A motion to Approve of the minutes of the regular meeting of December 10, 1992 was made by Wallace, seconded by Calkins. Yays: All present. Nays: None. Motion carried. il. Subcommittee Reports. A. Equal Employment Opportunity/Affirmative Action (EEO/AA): Linda Beardsley advised that the EEO/AA Subcommittee met in January 6, 1993. Beardsley presented information provided by Employee Development staff, along with recommendations made by the EEO/AA subcommittee. Presentation of study by Beardsley (Comparison of Fort Collins Employment with Local/National Availability of minority workers). There is concern that the City may be behind in employing minorities in some professional categories. Recommendations will be forthcoming and include: 1. Update City Affirmative Action Plan established in 1987. 2. High level accountability/visibility for Diversity - Meaningful goal setting. 3. Internships. 4. Targeted advertising for openings. 5. Awareness Training for all city employees. 6. Mentoring Program. 7. Posting a statement of commitment in all offices. 8. Individual department business goals should include mention of diversity/affirmative action. E Human Relations Commission January 14, 1993 Page 2 A. EEO/AA (continued) Discussion followed on compilation and ideas for the recommendations including: Annual Progress Reports, Role of Leadership in city to make successful participation of minorities an actuality, i.e.: turnover, promotional opportunities, City Council Grams incentives, shadowing program for secondary students. Work will be continuing on these with a recommendation going to City Council. A memorandum will be incorporated with information being provided to City Council from Administrative Services, advising that recommendations are forthcoming. B. Committee of Executive Deleaation (C.E.D. HRC Ordinance: Report by Arnold Gum concerning revisions to the HRC ordinance was presented to Ann Azari. A meeting will be set up with legal counsel to get their input. Human Services Policy: CED also presented changes to the Human Services Policy. A memorandum will be sent to the Council by Ann Azari. Cultural Diversity Task Force: CED gave a copy of their suggestions on the Cultural Diversity Task Force to Ann Azari. These will be forwarded to Julie Wittmeier, staff support for Council to send to the Task Force. Translations: Elaine Boni presented translations of *Police Statement Forms' and 'Advisement of Rights Forms' to Lt Pat Kelly. CSU Foreign students translated them into Arabic and Chinese. Lt. Kelly would validate for content. C. Police Subcommittee: Harold Wallace reported publicity has been a problem and suggested the deadline be extended until the end of February. Although press releases were sent to the news media on December 11 th and 22nd, no publicity was noted until January 14, with a deadline for applications being January 15. Only a few applications were received It was suggested by Ann Azari to conduct a press conference, asking Mayor Kirkpatrick and Chief Raingust to advertise the recruitment process, renewing citizen interest as to the process conducted in 1992, regarding police complaints, Harold Wallace will arrange. Lt. Pat Kelly will contact Channel 14 and solicit from certain groups. Take One' TV show was suggested as an option, Jaime Mares will inquire. D. Community Action Board Boni and Wallace discussed the proposal to have only one member of the Fort Collins HRC be a member of CAB. The CAB Executive Board is considering proposal. Decisions for a Human Resource Committee Award has been approved by the County Commissioners. Human Relations Commission January 14, 1993 Page 3 E. Human Relations Award Calkins reported nomination forms are going out the beginning of February. The awards Breakfast will be held on Friday, May 7. Publicity continues to be a major problem. CED will meet January 20 at 7:00 p.m. at Java Plaza. Gum presented a sample press release for the HR Award to begin advertising immediately. III. Old Business Garcia advised the annual report was almost finished and would be forwarded to staff by the January 31 deadline. IV. New Business There will be a joint meeting of the HRC and Women's Commission Task Force on Tuesday, January 26, 1993 from 5-7 pm. at the Employee Development Conference Room. Garcia will check on the agenda. Mares advised that toastmaster's is sponsoring a program on diversity at the Fort Collins Public Library at 12 noon on Monday, January 18 in honor of Martin Luther King Day. U. Kelly reported that there has been an increased interest in reporting of 'Hate Crimes'. There has to be evidence that hate was part of the motivation for the crime. (State Law on Ethic Intimidation). Pat will write this up as an informational resource. V. Announcements It was asked that minutes be distributed to members one week prior to the regular meeting. VI. Next Meeting Thursday, March 11, 1993, in the Council Information Center, City Hall West. Adjourned at 8:15 p.m.
