I. The meeting was called to order at 4:36 p.m.

II. Minutes of the previous meeting were approved as amended.
III. Committee Reports:
A. EEO/AA: Lucius Drake requested a recently copy of the City EEO
report. Other members had received copies and a copy will be sent to
Lucius for his review.
B. Police: No report. Elaine Boni is the only member at present.
C. CAB: Elaine Boni and Mazy Daniel are current members. A third member
appointment will not be made until HRC is at full staff. HRC members
asked if appointments would be made soon and were advised by Becky
O'Donnell, that appointments would not be considered until after 11/3,
as Council's current priority is City budget.
HRC members requested that applications be opened again for new
applications. Becky and Mohan would address this interest to
councilperson Kirkpatrick.
IV. Education Targets:
Poudre R-1: Steve Francis had inquiries from school teachers at Harris
Elementary, 3rd grade contest - posters drawing; and Laurel Elementary
3rd grade on discrimination. He advised those were the only responses
he's received so he recommended he proceed with contests in these areas.
It was also suggested that the posters and articles received be displayed
at different areas, such as Library, City Hall, possible Council
presentation.
Legal: No report.
Handicapped: See business report.
Business: Karen and Elaine from handicapped committee will be working
together on a public speaker from Colorado Civil Rights, to discuss
fair housing rights under local, state and federal housing laws.
They will be contacting other B&C's for co -sponsorships. Meeting to
be announced.

University: No report.
Churches: Lucius Drake was invited to attended the Advocinian Community Church
where he met Reverend David Williams and advised him of the HRC. It was
reconmnended that a possible inter -church meeting on human rights could be
arranged, depending on church interest. It was suggested a mailing to
all churches in the area inviting them to make suggestions regarding
camminity relations in the area of human/civil rights issues, and to
inquire as to their present involvement in this area. Steve advised he
would draft a letter to churches to be mailed out by City staff and would
include the HRC brochure with meeting date and time changes.
Blacks/Minorities: No report.
Seniors: No report.
V. Old Business: Fort Collins high school essay contest. HRC received a
letter from Carol Salas, Minority Community Liaison with Poudre R-1
School District. Ms. Salas addressed her concern about Ft. Collins
high being singled out for the essay contest. Mr. Francis advised he
would write Ms. Salas explaining the contest, and advising that as there
was no interest from Fort Collins high students to participate in
the essay contest, it would be opened up to all high schools.
VI. New Business: Mary Daniel forwarded a set of proposed work plan
suggestions in her absence. A review of Steve Francis' proposed
work plan was conducted.
VII. Motions:
1. Minutes adopted (of September 14, 1989); motion moved and seconded.
2. Lucius moved that HRC (Steve on behalf of HRC) compose a form letter
and mailed by staff to local churches inviting suggestions regarding
church involvement in civil rights. Elaine seconded. Motion carried.
By next monthly meeting, responses may be received and members will pick
up assignments to follow-up with responding churches.
3. Karen moved that Becky ask City Council to open the HRC appointments
for new applications. Mohan seconded. Motion carried.
4. Mohan moved that HRC abolish the Committee of Executive Delegation in
light of a notion passed on September 14, 1989, that permits matters
to be decided upon by single majority (when it is impractical to wait
for a full vote in a meeting) gained by informal means (telephone
conversation). Lucius seconded. Motion carried.

5. Elaine moved that item #6 from 1990 proposed work plan (new committees)
be adopted minus the paragraph "An example --- City funds." Karen
seconded. Motion carried.
6. Lucius moved acceptance of paragraph #7 with an extra sentence added
to beginning of paragraph. Karen seconded. Motion carried.
A revised 1990 Work Plan would be drafted and sent to members for review, for
finalizing at November 9 meeting.
