1. The June meeting of the HRC was called to order by Acting Chair Lucius Drake at 4:34 p.m.
II. Motion to approve minutes of May 10 was made by Ricki Calkins and seconded by Mary Daniel.
Approved by all.
III. Committee Reports:
A. EEO/AA - Due to Employee Development Department staffs present work load,
the semi-annual EEO/AA report has not been compiled as of June 14, 1990.
Lucius Drake requested that the report be made available for the July meeting.
Becky O'Donnell stated she would advise staff of HRC's request.
B. Police Report - Elaine Boni advised she is the only member of the police subcommittee and is
looking for recruits. No complaint has been filed with the HRC at this time.
Citizen David Lipp -
1) asked for committee to check with Lt. O'Dell about complaints to the Police Department (that
it has been over 4 months for Pete Guetrero's complaint to be answered.)
2) asked for Jaime Mares to keep track of hiring of Police Department, too many officers recently
hired for the city population.
3) asked for Jaime Mares to monitor closing of ban by police officers (i.e.: The Page).
Elaine advised that she would check with Lt. Deryle O'Dell as to any recent citizen complaints.
C. Human Relations Award - The Human Relations Award breakfast is Friday, June 22, 1990. Mary
Daniel advised there have been three organization nominations and three individual nominations.
The Selection Committee have made their selections: Individual is Jim Overman, Director of
Hospitality Center and the organization is a joint nomination and award given to Poudre Valley
Prenatal Program and Children's Clinic. There have been approximately 45 people confirm for the
HR Award breakfast.
D. Community Action Board - Elaine Boni and Mary Daniel advised that a third HRC member, Gary
Wells, has joined the Human Resource Committee of the Community Action Board, bringing the
HRC up to full membership. Note: It is required by the HRC, that three members also belong
to the Community Action Board of Latimer County.
E. Education Committee - No report.

IV. Old Business
HRC Retreat: Harold Wallace has offered his home for a July retreat. It was recommended by Elaine
Boni that Councilmember Mabry and Employee Development Director Jaime Mares be in attendance at the
Retreat. It was recommended that all new members be present also. It was agreed by all. "Note: Due
to July vacations and commitments, staff support was unable to schedule a meeting with everyone in
attendance for July. Therefore, the retreat has been postponed until August.
Retreat purpose: To develop a work plan and appoint new officers for 1990 and 1991.
Establish subcommittee time -line commitments and make appointments to subcommittees.
Review past year's accomplishments, concerns for 1989/90.
Letters to oast HRC members: Lucius Drake wrote letters to Steve Francis and Mohan Limaye. He was
commended for letter content by group. Drake also read a letter of response from Steve Francis. Lucius
wrote a letter to the Coloradoan reference Steve Francis' dismissal from the HRC, it was published May
13.
HRC Brochure: Karen Hoerlein showed a sample of the HRC Brochure and the printer advertising logo
with recycling information. SHe stated she had called a few printers to find the lowest price, and no one
could compare to what was given by Alpine Printing. She stated it would cost $45.00 for 5000 copies of
the brochure printed. That a minimum of 1000 could be ordered for $9.00. Elaine Boni moved to accept
bid for 1000 brochures to be printed, motion was seconded by Harold Wallace and agreed by all.
V. New Business
New Creations Health Club: There was member discussion as to the New Creations Health Club
settlement by the City; i.e.: filing of complaint, new city ordinance, open meetings. This topic will be
discussed in detail at the retreat.
HRC Historian: Lucius Drake brought up the idea of a historian. This historical file could provide great
insight to new members of past commission actions, decisions, and background. Members agreed it was
a good idea, this will also be discussed at the retreat.
Karen Hoerlein: Karen has served on the HRC for one year. She has chosen not to reapply due to personal
conflicting commitments, afraid she would not be able to commit her rime to the HRC fully. She regretted
to leave, enjoyed her time with the HRC. Members thanked her for her contributions.
New Members: Four new appointments have been made to the HRC, beginning in July. Those are:
Lucius Drake, HRC acting chairperson - reappointment - term expires July 1994.
Alysa Stanton, Career Counselor Academic Advisor - term expires July 1993.
Linda Beardsley, Affirmative Action COOrdinat0r/HP Company - term expires July 1994.
Rudy Garcia, Assistant to Dean for Personnel/CSU - term expires July 1994.

New Members (continued):
Lucius talked about his interview with Council related to his reappointment. Lucius first of all felt since
was already a member of the HRC, he didn't need to interview again and expressed this concern to
Council. He also advised of his concerns about HRC member dismissals at the discretion of Council. He
also recommended that when HRC applicants are interviewed, Council should better clarify the time
commitment involved with the Community Action Board, stating it is a major time commitment to be
involved in the HRC and the CAB, and should be stated as such. He felt comments from Council were
positive and enjoyed being able to express his concems, and was happy with his reappointment to the
HRC.
VI. Harold Wallace moved for adjournment at 5:25 p.m. Seconded by Karen Hoerlein.
