I. The meeting was called to order at 4:35 p.m.
II. A motion to approve minutes of June 14 was made by Harold Wallace, seconded by Mary Daniel and
agreed by all.
III. Committee Reports:
A. EEO/AA: No report.
B. Police: Elaine had contacted Lt. O'Dell who stated that the complaint referred to in the minutes
of June 14 had been filed less than a month earlier. Lucius Drake suggested that we develop a
process where complaints received by the HRC, whether verbal or by telephone, be put in writing
for our records and forwarded to appropriate agency for their response. We also want notice of
police complaints filed and wish to coordinate better with the police department.
C. Human Relations Award: The HR Breakfast was held June 21. Lucius Drake thanked Mary
Daniel, Susan Szymanski and Becky O'Donnell for their work on the 8th Annual HR Award. The
breakfast went well with approximately 40 attendees. The 1991 program will involve all Larimer
County HRC's, Loveland, Berthoud, Estes Park and again the Latimer County Community Action
Board. A'thank-you' note from nominee Donn Hopkins was circulated to HRC members.
Committee timelines: Planning meeting for the 1991 HR Award will begin in November with
HRC members. The December meeting will include Loveland HRC, Latimer County CAB, Estes
Park HRC and Berthoud HRC members. Monthly meetings from November through March.

D. CAB: Mary explained the process of the CAB and Human Resource Committee. The minimal
commitment to the CAB is for 3 HRC members to serve on the Latimer County Human Resources
Board; and 2 of those 3 members to also serve on the Community Action Board. There is also
an Executive Committee as a sub -committee of the CAB, however, involvement is not mandatory.
Committee timelines: There are regular monthly meetings for the LCHRC (3rd Monday of the
month), and the CAB (3rd Thursday of the month). Site visits are also mandatory and time
commitments of approximately S evenings a month are required during peak periods from July
through September. - r 0
E. Education Committee: Elaine explained the school district is actively working toward cultural
issues and awareness, asking if the HRC would like a speaker from the school district to talk of
what has taken place. It was stated this would be welcome, and to wait until after retreat.
IV. Retreat issues recommended by Lucius Drake related to the Education Committee are:
A. The need to ask other organizations (such as PR-1) their diversity plans and how they are
achieving them.
B. Ask businesses and organizations in Fort Collins what they're doing in the way of diversity,
recognizing achievements - strides, (perhaps at a monthly meeting, certificate recognition,
newspaper article, etc.)
C. Policy needs to be reviewed for the dismissal of commission members.
V. Lucius Drake officialy resigned his membership to the HRC, stating he accepted an Assistant Principal
position in Saporo, Japan and was relocating August 1. He regretted leaving the HRC, since he had
recently been reappointed, stating his reasons for reapplying were in anticipated hopes that he could
remain in the area. Elaine Boni moved to thank Lucius Drake for his commitment and service to the
HRC. That his filling in as acting chairperson, after the dismissal of Steve Francis, and the positive image
he portrayed were to be commended. Motion was seconded by Mary Daniel and Gary Wells and agreed
by all.
VI. Old Business:
A. HRC Brochures are being printed and folded. To be decided at retreat where brochures should
be distributed.
B. HRC Retreat is scheduled for Thursday, August 9, 1990.
VII. Gary Wells moved for adjournment, Rudy Garcia seconded. Meeting adjourned at 6:02 p.m.
