Motion made to accept the minutes of October 10, 1990. The only change to the 10/10/90 minutes is, the meeting was called to order at 5:35 pm. Motion to accept the amended minutes was agreed upon by all members present. EEO/AA Report The EEO/AA subcommittee meet with Jaime Mares and Becky O'Donnell on October 31, 1990 to discuss the EEO/AA report. Both Jaime and Becky indicated that the EEO/AA report would be submitted to the HRC before the November 8, 1990 HRC meeting, and indeed the report was submitted along with a copy of the October minutes. Jaime also provided the subcommittee with the EEOC-4 report. The subcommittee will work with Jaime and Becky on providing the HRC with a more specific breakdown of personnel classifications within the EEO/AA report. This information should provide all interested parties with a better understanding of where the City stands in regards to EEO/AA. Jaime also provided the HRC with some strategies that are used by some departments (ie., Power and Light) to attract a larger women and minority applicant flow. For example, the department has provided scholarships for under -represented groups to attend Mesa College for training in skilled trades such as, electrical line work. The scholarship participates are required to graduate from the program, and then they are provided a hourly position with the department. Through attrition and turnover, the hourly employee will then have the experience and training to be promoted and/or compete for a full-time regular position. This opportunity will furnish the department with a larger pipeline of skilled technicians. Jaime also indicated that the new Human Resource System should be on-line in early 1991. This system can afford city officials with more specific EEO/AA information. Jaime was asked if written exams present a problem with applicant flow or applicant evaluation. At certain times the written exam process can hinder the application flow, but the personnel office will make every effort to assure equal opportunity for all applicants. The EEO/AA subcommittee will meet with Jaime and Becky to start designing a new format for the EEO/AA report. u Police Report Linda and Harold were absent from the November 8, 1990 meeting, however, Jaime requested some time to discuss the hiring process of the Police Chief. The City Manager, Community Review Board and Jaime will meet sometime in November. The three entities will narrow the field down to five candidates. It is the wish of several HRC members that one member from the police subcommittee be part of the review process. Gary Wells will make a formal request to the City Manager and City Council to grant HRC participation in the interview process. Because of her background in police administration, Linda Beardsley would make an excellent participate, however, she will be contacted by Gary to see if she agrees to serve. Man Oberoi has indicated that if Linda cannot serve, he would be pleased to provide his time on the review board. Human Relations Award There is no report at this time. Community Action Board The final recommendations were submitted from the CAB to the County Commissioners for approve. However, the Commissioners turned down the CAB recommendations. Therefore, the CAB will reconvene to decide on the appropriate changes to the distribution. The Commissioners provide the CAB with additional funds for distribution. The HRC is very appreciative of the City's support in community services (the City increased funding for community services). Elaine made a motion that the HRC should formal communicate our appreciation to the City for their efforts in community support. Motion was seconded by Mary Daniel and motion is carried. Committee of Executive Delegation The CED subcommittee is currently working on the HRC brochure. With the help of all the members of the HRC, the brochure will be distributed to all appropriate offices and buildings in the area. The HRC members will also have to follow-up on the distribution process of the brochures. We will need to keep track of the productive sites, and make sure those sites are constantly replenished with brochures. Also, 0 we need to print more brochures, we will need to do so before the January 1, 1991. Rickie also asked for a consensus on Rem 3 on the CED work plan (state law on public posting of anti -discrimination law by employers), should we pursue this item. The HRC views the posters as an education tool for employers and employees. However, the HRC would like to have the response from Council Liaison Chuck Mabry before we proceed with Rem 3. Gary will call Chuck to discuss this issue before the next meeting. Gary also received a study/survey on other cities human services support. He will send a copy to all HRC members before the next meeting Motion was made to accept the 1991 work plan. The motion was passed by all members present. n Old Business Final copy of the work plan will be sent to the HRC members before the next meeting, along with the agenda from the senior citizens community project. Work plan will be submitted to City Council by November 30, 1991. New Business There is no new business at this time. Meeting is adjourned at 7:05 pm. Next meeting will be December 13, 1990, 5:30 - 7:00 pm., Council Information Center, 300 Laporte Avenue. Have a safe and heartwarming holiday.
