HUMAN RELATIONS COMMISSION
August 8, 1991

Meeting was called to order by Gary Wells. Motion was made to accept the July 15, 1991 minutes. The
following change will be made to the July minutes: Harold was concerned that the incident (citizen that
was beaten) at a local tavern was a gay -bashing incident, and that the Police were not willing to deal with
it as such.
Ponce Report
Gary attended the July 30th City Council meeting. The Council reviewed and listened to citizen
complaints about the police. The City Administrators have put together a task force to review how the
City can best handle the review board process. Several members from the HRC will be included in the
task force. City officials will receive information from different cities about how they handle such issues.
The HRC is willing and pleased to be included in this important process. The Police Chief has been very
open and willing to look at different options.
Jamie indicated that the HRC will be invited to attend the next work session. The meeting will provide the
Police Chief with some ideas on what direction the City should take regarding review boards. The City
Administrators will need to find a balance between community needs and employee rights. Ann
mentioned that she was glad to see the HRC involved in the process; furthermore, the Council is open
to explore all avenues to find the best situation for Fort Collins. A draft of the resolution that will be
presented to City Council will be sent out to all HRC members.
EEO Report
The subcommittee met to discuss how to structure the utilization data. The committee will need to receive
more data from Becky's office in order to complete the process. The data will then be imputed into
Linda's under -utilization program. This program will provide the group with under -utilization figures for
each job group. The subcommittee then will provide the HRC with recommendations and suggestions.
Human Relations Award
No report at this time. Gary provided the members of the HRA with information on diversity in the
workplace from Madison, Wisconsin for their review.
Community Action Board
Harold has experienced several site visits that have been 'eye-opening.' Some agencies such as,
Neighbor to Neighbor and Children Clinic are doing excellent work. He is quite touched with voluntary
work that takes place in several agencies.
CED
Lt. Kelley was unable to attend the meeting; he will be asked to attend at a later date. The HRC will
purchase a copy of 'Voices'; and at the September Retreat, the CED will present a proposal to proceed
with training.
New Business
NEXT HRC MEETING (ANNUAL RETREAT) WILL HELD AT HAROLD WALLACE'S HOME (1817 LEMAY
AVENUE) AT 5:30 P.M. ON SEPTEMBER 12TH. ALSO, THIS IS A POTLUCK EVENT.
