I. Meeting was called to order by Vice Chair, Alysa Stanton at 5:35 pm.
11. A motion was made to approve the November minutes. The November minutes were approved as
written.
Ill. Alysa invited Lt. Pat Kelly to discuss his proposal with the HRC. Lt. Kelly indicated that the Police
department was interested in having foreign students at Colorado State University translate some of their
police forms into various languages. Mr. Kelly proposed that the HRC administer the program with the
police department The brochures could be used by several city departments within Fort Collins. Students
at Colorado State University are willing to offer their assistance for no cost. It was suggested that the
forms be sent to Mary Daniel of the HRC. Mary then will forward the forms to Betty Shoemaker
(International Programs at Colorado State University), and Betty will have the students translate the
forms. Any costs with printing the brochures will be the responsibility of the police department. The
CED subcommittee will take the responsibility to help organize the project with the police department
All members present agree to the joint venture with the police department. It was also mentioned that
Lt. Kelly will replace Lt. O'Dell as the liaison with the HRC. The HRC would like to commend LL Kelly's
effort and sensitivity towards all citizen's of Fort Collins.
IV. Subcommittee Reports
A. CAB
The next meeting for the CAB will be on Thursday, December 19, 1991. Man Oberoi will receive the CAB
application package soon. Also, the CAB reviewed the changes to the human relations awards, and they
agree to the changes.
B. CED
The CED sent a request to the Commission on the Status of Women and the Commission on Disability
regarding the "Voices" video, seeking their interesting in joining the HRC in presenting the program. Mary
Daniel will train the HRC members in facilitating the "Voices" video on January 15th 6:30-8:00 p.m. at
the Colorado State University Campus, Education Building Room 218. The Personnel Department for the
City of Fort Collins would like the HRC to present the video to their staff. The CED will try to arrange
a time in February for Employee Development staff presentation.

C. Police
Linda Beardsley indicated that the fast community forum on the citizen's review board structure was not
very well attended. However, the facilitators did gain constructive input from the citizen's that were
present. We hope the fonun on the 19th attracts a larger group. Some of the citizen's verbalized to the
facilitators that the questions were to restrictive. Mary Daniel made a suggestion that the next fonirn
should have. "breakout" rooms for each of the groups because of the noise level. Jaime Mares will also
have the police give the facilitators a definition of key words and/or phases which seem to puzzle the
groups. Harold Wallace will assist Jaime Mares in sorting and summarizing the data collected from all
the forums.
D. Human Relations Award
The human relations award letter was sent to the Latimer County Community Action Board, and they
agreed to participate in the event. At the next HRA meeting, the group will discuss the budget for the
human relations award.
The EEO committee met with Jaime Mares and Becky O'Donnell to decide what data is required to
complete the next phase of the EEO work plan. Becky will provide the group with a breakdown of city
employees in several different categories by gender and ethnicity. After receiving the numbers from Becky,
the EEO members will place the numbers in Linda's EEO program. Linda's program then will provide the
EEO with the necessary breakdown to complete the availability analysis for the City. The EEO group will
also provide Becky with several examples of an EEO/AA report The next EEO meeting will be on January
7, 1992 at 4:00 p.m.
