Called to Order at 7:45 p.m. by Chairwoman Batson in City Council Chambers, 300 W. La Porte Avenue. II. 'Role Call Members Present: Margaret Batson Gloria Hershberger Don Shoemaker' Art 'Jackson Ben Napheys Members Absent: Ed Ostertag, Excused__: Ken Drieth, Excused .- Steve Smith, Not Excused Kelsey Smith, Not Excused. Staff :Y John.McGrhw, Human Resources Director Rosita Bachmann, -Human- Rights; Officer: - Mary Ann'Kennaugh, Secretary Guests: Paul Salas, Attorney III. Consider Approval of. October 1-4, 19.76 Minutes: - Gloria Hershberger moved approval of thetOctober 14, 1976 minutes as distributed. Don Shoemaker seconded, and the minutes were approved by consensus. IV. Consider Approval of the 1976 Annual Report (as previously distributed): Gloria Hershberger moved approval of the annual report, Art Jackson seconded, and the annual report was approved by consensus. V, Goals and Objectives: The Human Rights Administrative Manual is ready to be typed; methods of circu- lation were discussed. Fort Collins Human Relations Commission Minutes of the November , 1976 Regular Meeting • Page Two Ben Napheys suggested that the Commission concentrate on an educational goal for next year.(e.g., holding public seminars, similar to those held this year, on Equal Employment Opportunity, Equal housing, aimed at local realtors, and equal public housing; along with the dessimation of literature relative to each). Ben moved that the 1977 Goals and Objectives be an action item for adoption at the next regular meeting. Gloria Hershberger seconded, and motion passed with a unanimous 5-0 vote. VI. Police -Community Relations - Grievance Procedure Assistant City Attorney Lucia-Li.ley- has_indicated that City Council did not act on the Pomeroy report; there was no directive given to comply with the report. The report was recognized as an administrative recommendation. Paul Salas'- Chairman, Police -Community :Relations Committee'=.; gave a brief introduction,.about..the formation of, the Po.lice-Community„Relati;ons Task Force. A meeting with'Pclice Chief Smith 'and the City Manager. -is planned by the Committee for'Noveinber-1J, :1976:'':Paul' indicated'that'df no pro5ress was .s made at this meeting; the Committee would take their concerns directly to City Council. Paul stated the main concern of the Committee was that complaints Are being handled internally, and he outlined the following recommendations: That the Complainant .be more -involved in the complaint process;.-. e.g., jthathe/she have the right_to counsel or have anotherr , group to appeal to;'.,, That the:Complainant receive`a copy of the report submitted .by the arresting officer before .it is submitted to the :Police :Chief, -: or the City Manager (That an appellant process is made available); That the Complainant have the right to have someone accompany him/her throughout the grievance procedure. Paul indicated that the Committee is working for a beneficial gain for both sides. He asked the Commission how they felt about getting involved. Don Shoemaker indicated his personal interest and desire to get involved, and suggested the possibility of making one of the Human Relations Commission's 1977 objectives that of serving as a catalyst to get something done regarding the grievance procedure. John McGraw stated that the City Manager was never aware of the police reports being sent to the Commission, or that this process had been discontinued. Paul stated that the purpose of the meeting with the Police Chief and the City Manager was to see what changes can be made, and he extended an invitation to the Human Relations Commission to join the Police Community Relations Task Human Relations Commis n Minutes of the Noyembepl, 1976 Regular Meeting ' Page Three Force in discussions regarding the grievance procedure, with Council. Gloria Hershberger moved that Lieutenant Davis and Chief Smith of the Police Department, and Lucia Liley, be invited to the next Human Relations Commission meeting to discuss the grievance procedure. Art Jackson seconded, and motion passed with a unanimous 5-0 vote. Don Shoemaker moved that the Commission also invite the City Plan -aver and Paul Salas. Gloria Hershberger seconded, and motion passed with a unanimous 5-0 vote. VII. Boards and Commissions Manual The Commission noted their receipt of the Manual. VIII_----City Goals and Objectives: =- — Don Shoemaker moved endorsement and sending of the letter directed to Les Kaplan,from the Commission (previous-ly distributed)in 'response -to his letter regarding comments on the goals and objectives. Art Jackson seconded,= and motion passed with a unanimous 5-0 vote,
