Laporte Avenue March 15, 2001, 5:30-7:15 p.m. Council Liaison: Bill Bertschy I Staff Liaison: Angelina Powell Phone: 221-6525 A regular meeting of the Humar Room, 300 W. Laporte Avenue. Commission was held on 15, 2001 in the HRC Members present Dan Devine, Mary Gomez, Shion Hung, Ingrid Kolstoe, Bob Lenk, Richard Miller, Rita Klepac, Parker Preble. HRC Members absent with notification Richard Miller and Man Oberoi Staff Members present: Angelina Powell, HRC Staff Liaison Barb Spalding, Human Rights Officer Call to Order. The meeting was called to order by Chairperson Bob Lenk at 5:37 p.m. II. Welcome to new member Rita Klepac. New commission member Rita Klepac attended her first meeting. Introductions were made and a welcome extended. We're very happy she's joining us. III. Approval of Minutes. Chair Bob Lenk asked for a motion to approve the minutes of the regular meeting held on February 8, 2001. Ingrid Kolstoe made the motion to approve with correction... Man Oberoi was absent with notification. Parker Preble seconded the motion. The minutes with correction were approved unanimously. IV. Subcommittees. The only subcommittees to report activity since the last regular commission meeting were the Human Relations Award Subcommittees and the Human Resource Grant subcommittees. Human Relations Award Subcommittee. All the work has been done relative to the dispersal of nominations, the development and deployment of Human Relations Award information and nomination forms on the City's web site (www.fceov.com/hra), and the seeking of nominations through an advertisement in the Coloradoan. We're awaiting the close of nominations on March 31, 2001. The subcommittee members will then review the nominations and make a selection of the winners in each of the four categories (Youth, Adult, Senior and Organization.) Human Resource Grant Subcommittee. Bob Lenk reported that he had requested information from Deputy City Manager Diane Jones on the allocation of human resource grant funds by Larimer County for the past two years. She will be getting that information to him. Human Relations Commissio., Page 2 V. New Business. City Budget 2002-2003. The City Budget office forwarded a memorandum from City Manager John F. Fischbach relative to the development of the biennial budget for fiscal years 2002 and 2003. To formulate his recommendations to City Council, he asks for suggestions on key budget issues. John asks that we forward any suggestions to the Budget Office by April 30, 2001. The committee brainstormed some ideas such as a public information forum, donations to organizations that support the mission of the HRC, an educational forum that follows up on topics raised a the Multicultural Retreat, and a community film series that highlights the issue of diversity. New member Rita Klepac offered to work with Chair Bob Lenk on a proposal for the community film series and expects to discuss the specifics of that proposal with the Commission at their April 12th meeting. Period Review before City Council. In an effort to keep the Boards and Commission system dynamic and viable, Council has directed staff to develop a periodic review. The Human Relations is one of first five commissions scheduled for that will take place this summer. In anticipation of that process Council Liaison Bill Bertschy met with Chair Bob Lenk and Staff Liaison Angelina Powell. Additionally, the City Clerk's office forwarded a memorandum dated March 1, 2001 that outlined the process. That memorandum was distributed to the Commission with their agenda for the March 15th meeting. Chair Bob Lenk offered to draft an initial response to the questions posed. He ask that members come prepared to review his draft and share their ideas at the April 12th meeting. We expect to work on the this topic over the next few months all the documents that need to be submitted to the Clerk's office by July 9, 2001 will have full commission member review and support. Racial Profiling. Ingrid Kolstoe mentioned a Racial Profiling article that had been in The Collegian the morning of March 15. A group of CSU students has created a Service Learning Group designed to help address what they believe to be police brutality and racial profiling in Fort Collins. A copy of the article will be distributed with the agenda for the April 12th meeting. VI. Old Business. Barbara Spaldingjoined the commission to discuss their request for help with Team Building and Diversity training. Barbara, as Human Rights Officer, wants to offer her services with the understanding that if we wanted to use another's facilitator's services, we should feel free to do so. She asked us to articulate what are goals were for training. Specifically, she'd like to know what it means to the individuals to build a team and what are thoughts were about increasing an understanding of diversity. She plans to use that feedback in the training program design. Tentative dates were set for Friday, April 20 from 4- 8 p.m. and Saturday, April 21 from 8 am to noon. Confirmations would be sent when Angelina had a chance to check with absent members Richard Miller and Man Oberoi about their availability. VI. Adjournment. Mary Gomez made a motion to adjourn the meeting. Ingrid Kolstoe seconded the motion. The meeting was adjourned by Chair Bob Lenk at 7:15 p.m.
