GOLF BOARD
MINUTES: Regular meeting of October 17, 1990
The meeting was called to order at 7:30 p.m. by Vice President Dan
in the absence of President Roger Sample. Board Members Roger
Fromme, and Steve Jouard called to say they could not attend the
Agenda Review: There were no changes to the printed agenda.

Minutes: The minutes of the Regular Meeting of September 19, 1990, were approved
unanimously, as submitted on a motion by Dick Zubradt, seconded by Terry Gilmore.
Citizen Participation
Chuck Hoffman was present and rose at this time to express his concerns on the
per play fees of $.50 on 9 holes played and $1.00 on 18 holes for annual pass
card holders. Jerry P. Brown stated that City Council approved these fees, along
with many other fees and charges, that will go into effect January 1, 1991. Al
Bednarz reported that a Fee Structure Committee had been formed consisting of
three Golf Board members and three citizens. This committee met for several
months reviewing fees and charges at area golf courses and came up with what was
felt a reasonable fee structure. The Golf Board reviewed various options and
determined that Fort Collins was slightly under comparable golf courses in the
area. It was felt a per round charge was in line with other courses in the area,
in addition to cost of doing business increase. After extensive review, the Golf
Board accepted the recommendations of the Fee Structure Committee. The Board
recommended that City Council accept the fee structure presented.
Round Table Discussion on Golf Board Issues - 1991 Work Plan
Jerry brought up items that will more than likely come up for discussion and
decisions in 1991.
A) City Council wants a study of golf in comparison to other recreational
programs in the City. Why is golf treated different than other recreational
programs? We will also consider community good. Staff will put the initial
plan together with direction from Council on how to proceed. Jerry would
like to see representatives from the Golf Board and maybe even the Parks and
Recreation Board (if appropritate) participate on this committee.
B) SouthRidge -- Players and staff feel golfers at City Park Nine and
Collindale should not be responsible for the debt at SouthRidge. This issue
is still alive, but will remain inactive until a decision is made on the
sale of SouthRidge, and until the Golf Fee issues are studied. A
recommendation should be made to Council by May 1991. Terry Gilmore
expressed his concern that the Golf Board should have input on the issue of
the timetable, as well as the SouthRidge issue as a whole (sale, etc.).
Jerry stated that at the December meeting the topic will probably be
discussed and input solicited on whether it is appropriate for the City to
sell SouthRidge. Bids on the sale of SouthRidge will be opened December 7.

C) Additional considerations in 1991 will be given on the golf pro and
concessions at SouthRidge. Jerry is in the process of negotiations with
various vendors. City Park Nine snack bar concession issue is also coming
up in 1991. Key issue will be item #A. Once that is decided, additional
considerations will come into being.
D) Issue of passes being used during weekday only will be another
consideration.
E) Al Bednarz asked about the capital committee. Jerry said this will be
reviewed in 1991. Jerry reported that work is being done on the design of
a $30,000 restroom for Collindale. Craig Foreman (Civil Engineer for the
Park Planning and Development Division) is looking at various ideas and
presenting them to Jerry. Considerations being taken into account are
water, sewer, site location, etc. We will probably have two to three
alternate designs presented. Goal for completion is Spring or June of 1991.
F) Computerized irrigation system at City Park Nine is progressing. Jerry has
a meeting with the Water director on Wednesday, October 18, to request
funding from that Department to supplement Golf Fund money.
Discussion: Request to Reschedule November 21 Meeting
Wednesday, November 21, is the regularly scheduled Golf Board meeting. Many
factors come into play, making this date a poor time for the meeting (Wednesday
before Thanksgiving weekend, Board members out of town, Golf Pro RFP will not be
ready until following week) Jerry recommended the meeting date be changed to
Monday, December 10. After discussion, it was moved by Terry Gilmore, seconded
by Al Bednarz that the Golf Board meeting be changed to Monday, December 10,
1990. This meeting date would serve as a combination November and December
regular meeting. The motion carried unanimously (4:0).
Other Business
Jerry brought up the SouthRidge sale bid package. Packages will be ready on
November 1. Staff is preparing color brochures which will be mailed to
hundreds of people inviting any interested person or group to write for
additional information. The bid package will have deed restriction that
requires SouthRidge to remain open to the general public. Also, water would
be the responsibility of the purchaser. $3.1 million will probably be
considered as the minimum bid as that is the amount of the remaining
construction debt.
Schedule on SouthRidge bids will follow the order below:
1. December 7, 2:00 p.m. is the cut-off time for receiving bids, and the
bids will be opened at that time.

2. Bids analyzed and reviewed with the Golf Board on December 10.
3. City Council should review the bids and the staff/Golf Board
recommendations and decide at their meeting of December 18.
Board.Members and Staff Comments/Reports
Dick Zubradt - It will be nice to get the SouthRidge issue taken care of. He
does not feel it is a problem of the golf course, more so a problem of the
housing development.
Jerry P. Brown - Last night, October 16, City Council approved on first reading
an ordinance authorizing the land transfer at SouthRidge. Albrecht Homes will
be building a sand trap adjacent to the 10th Green, and design drainage swales.
This transfer is beneficial for both the developer and golf course.
Correspondence/Financial and Statistical Reports
Jerry P. Brown - A letter was sent to Roger Sample at his home address from Dixie
R. Smith stating, among other things, that Board members should not listen to
Jerry Brown at all. Jerry informed Board members that he has tried to answer all
the questions and charges that Mr. Smith brought up.
Financial reports were presented. There has been some drop off in play, which
is seasonal. The level of play, however, it is still higher than previous years.
The meeting was adjourned at 8:16 p.m.
