Mountain Ave. 5:30 - 7:00 p.m. _Council Liaison: Ann Azari I Staff Liaison: Gabe Serenvi Ph. 221-6826 Chairperson: Bob Lank Phone: 493-5809 A regular meeting of the Human Relations Commission was held on September 10, 1998 in the Human Resources Conference Room, 200 W. Mountain Ave. HRC Members present: Judy Berg, Brian Carroll, LaMills Garrett, Lori Lenard, Bob Lank, and Man Oberoi. HRC Member absent: Viviane Abt, Leslie Frantz and Joe Jaramillo. Guests present: Kody Braisted, Multicultural Commission and Heath Olson. Staff Members present: Gabe Serenyi, HRC Staff Liaison Greg Tempel, Assistant City Attorney I. Meeting was called to order by Bob Lank, Chair, at 5:40 p.m. II. Bob Lank asked for a motion to approve the minutes of the August 13, 1998 meeting. Gabe Serenyi noted that Ed Gibbs of the Colorado Civil Rights Commission had called and requested the following correction be made to the minutes: On page 2, paragraph three, the last sentence which reads "The other 50% are dismissed with a finding of no probable cause" should be replaced by "The other 50% go to further investigation." Judy Berg made the motion to approve the minutes with the requested changes, and was seconded by Brian Carroll. The minutes were approved by the HRC with the noted corrections. III. Election of officers and appointments to subcommittees A. Election of HRC Officers The following members were elected to offices: Bob Lank, Chair Brian Carroll, Vice Chair B. Subcommittee Reports Committee on Executive Delegation. Bob Lank reported that the CED did not meet. Police Subcommittee. Brian Carroll reported that the subcommittee did not meet, but that he was trying to set-up some time to review a police complaint that had been submitted to the subcommittee. Gabe Serenyi reported that he had heard from Sgt. Karen Carlson that she will soon be forwarding another police complaint for review by the subcommittee. Diversity. Bob Lank reported that the subcommittee had met, and continued making plans for the 50th Anniversary Celebration of the Declaration of Human Rights to be held in December. Human Relations Awards Subcommittee. No report. Multicultural Commission. Kody Braisted reported that the Multicultural Commission is working on plans for its retreat as well as its 1999 conference. Bob Lank reported that commission members have been watching "The Color of Fear" and having discussions about the program and its implications. A discussion took place at this point about the differences in the membership and missions of the Multicultural Commission and the HRC. V. Old Business None VI. New Business - Should the HRC have a Retreat? A. Possible ideas for a retreat • Gabe Serenyi suggested the possibility of doing work plans during the retreat. • Bob Lank suggested that the HRC develop an organizational vision, and possibly spend some of the time on diversity training. Human Relations Commission September 10, 1998 Page 3 • Brian Carroll felt that it would be a good opportunity to update the mission statement and purpose of the HRC and its various subcommittees. • LaMills Garrett felt that it would also be a good opportunity to revise the HRC by-laws. B. Discussion about the time and location of a retreat • Judy Berg felt that it was important to get away from the normal time and place of the regular HRC meeting. She also felt that more time should be allocated than a regular meeting, possibly a full day. • Gabe Serenyi suggested the Tamasag facility, or possibly a venue such as the Holiday Inn. • Man Oberoi suggested the Senior Center. Agreement was reached that a full day should be allocated to the retreat. Bob Lank asked for some possible dates for the retreat. November 13 and 20 were suggested. It appeared that both of those dates would work for those HRC members present. Gabe Serenyi volunteered to contact those members not in attendance, and find out their availability on those dates. He would then send out a letter to all HRC members confirming the date and location for the retreat. VII. Announcements Bob Lank announced that two groups had registered with the City - one that would be working for passage of Ordinances 21 and 22 (Fort Collins Citizens for Human Rights), and one that would be working in opposition to the ordinances (Citizens for Constitutional Freedoms). The meeting adjourned at 6:58 p.m.
