HUMAN RELATIONS COMMISSION MINUTES
Regular Meeting — June 8, 2000

A regular meeting of the Human Relations Commission was held on June 8, 2000 in the Human Resources Conference
Room, 200 W. Mountain Ave.
HRC Members present: Tim Daugherty, Dan Devine, Shion Hung, Bob Leak, Man Oberoi, Steve Ross and Barry
Siff.
HRC Members absent: Mary Gomez and Debbie Love.
Staff Member present: Gabe Serenyi, HRC Staff Liaison
I. Meeting was called to order by Bob Leak, Chair, at 5:39 p.m.
H. Bob Leak asked for a motion to approve the minutes of the regular meeting held on May 11, 2000. Tim Daugherty
made the motion to approve, and was seconded by Man Oberoi. The minutes were approved with no changes.
III. Subcommittee Reports
A. Executive Delegation Committee. No report.
B. Police Subcommittee. Dan Devine reported that members of the subcommittee and Barb Spalding met with
Sgt Francis Gonzales and Lt. Karen Carlson from Police Services on May 22vd to be trained as Citizen
Liaisons. Bob Leak went on to describe the role of Citizen Liaisons. Their role is to make the complaint
process accessible to citizens who may not be comfortable with filing police complaints on their own, or who
may be intimidated by the process.
Gabe Serenyi gave a brief history of the Citizen Liaison Program (CLP). He explained the reasons for having
HRC members take on the role of citizen liaisons. The group of CLP citizen volunteers originally assembled
in 1993 slowly disappeared over time because there had not been many requests for their services during the
last several years. Consequently, no one was available to act as a citizen liaison until Mary Gomez was
trained last year. Gabe also indicated that this would be a good time to start marketing the program as we now
have trained citizen liaisons in place.
Man Oberoi also added some historical perspective to the history of the CLP. He recounted how local politics
impacted the origin of both the CLP and the Citizen Review Board.
Dan Devine suggested that the HRC should make a request to Police Services that they again provide statistical
reports to the HRC summarizing the number of police complaints, types of complaints, etc. Gabe Serenyi
suggested that Mary Gomez contact Lt. Carlson to obtain the report.

C. Diversity Subcommittee. Barry Siff reported that the subcommittee did not meet last month. He noted that
last month's minutes indicated that the Human Rights Officer had expressed interest in the possibility of using
HRC members as volunteers to assist clients of her office. HRC members could assist Human Rights Office
clients with filling out the required forms, assisting with language related issues, etc. HRC assistance could
also include finding people with different language capabilites.
D. Human Relations Awards. Did not meet. Dan Devine indicated that the subcommittee will start meeting
again in the fall to start planning for the 2001 Awards Breakfast. One of the initial projects will be to clean-up
the mailing list.
E. Human Resource Grants. Did not meet.

Dan Devine reminded members that the annual Race Unity Day potluck picnic will be held this coming
Sunday, June 1 Im at City Park Pavilion. He distributed flyers about the event.
