A regular meeting of the Human Relations Commission was held on December 14, 2000 in the CIC Room,
300 W. Laporte Avenue.

Call to Order. Meeting was called to order by Chairperson Bob Lenk at 5:32 p.m.
II. Human Resource Grants Subcommittee. Kathy Snell, Larimer County Health & Human Services
was invited to share information about the change in the way Latimer County was disbursing health
and human services funds. The City's perspective per Diane Jones, Deputy City Manager, is that the
County has expertise in this area. An intergovernmental agreement the City has with the County
allows them some latitude to work on behalf of the City to provide a better health and human services
outcome than might otherwise come from the City working independently.
Ms. Snell explained that the Community Partnership Program change was made as a result of a request
by the County Commissioners to move from a grants disbursal system to a purchaser of health and
human services. The commissioners asked also that the new Program was an extension of services
already provided. Ms. Snell explained the process for developing the new system and reported that the
new system allocations would be more staff driven than volunteer hoard driven.
The program is in a transitional/learning phase. They would very -much like to work with other
community agencies such as Fort Collins Area United Way, Community Foundation, Stryker/Short
Foundation, Interfaith Coalition and Catholic Charities to develop a coordinated and effective health
and human services system. Deputy Manager Jones also encouraged the Commission to provide
feedback if they identify a need in the community that should be addressed.
There was special interest in the way the change would affect the Commission's charge by City Code
Section 2-263 to recommend to City Council the expenditures of funds for meeting basic human

service needs in the city as defined by the City of Fort Collins Human Services Policy, through
membership on the Larimer County Human Resources Board.
• At Chair Bob Lenk's request, Nancy Snell through Diane Jones will provide information on 1999
Disbursements and 2000 Recommended Disbursements.
• Diane Jones says that City Code Section 2-263 could be updated to reflect the change.
III. Minutes. Bob Lenk asked for a motion to approve the minutes of the regular meeting held on
November 8, 2000. Man Oberoi made a motion to approve the minutes as written. Mary Gomez
seconded the motion. The minutes were approved unanimously.
IV. 2000 Annual Report. Using the 2000 Work Plan, the Commission reviewed the work completed by
the Commission's Executive Delegations, Police, Diversity, Human Relations Award, and Human
Resources Grants subcommittees. Bob noted the subcommittee accomplishments and will work with
Staff Liaison Angelina Powell to prepare the first draft of the 2000 Annual Report for the
commission's review at their next meeting on January 11, 2001.
V. Adjournment. The meeting was adjourned by Chair Bob Lenk at 6:38 p.m.
