A regular meeting of the Human Relations Commission was held on March 14, 2002 in the Community
Room, 215 N. Mason.
HRC Members present Shion Hung, Mary Gomez, Rita Klepac, Bob Lenk, Parker Preble, and
Richard Miller
HRC Members absent Ken Gordon, Jr., Ingrid Kolstoe and Man Oberoi /with notification
Staff Members present: Angelina Powell, HRC Staff Liaison
Call to Order. The meeting was called to order by Chairperson Bob Lenk at 6:10 p.m. with the arrival
of Shion Hung. Prior to that time we lacked a quorum.
Approval of Minutes. Chair Bob Lenk asked for a motion to approve the February 14, 2002 minutes.
Shion Hung moved to approve the minute. Mary Gomez seconded the motion. The commission voted
unanimously to accept without changes.
111. Subcommittee Reports.
Diversity Subcommittee. Chair Mary Gomez reported the subcommittee last met March 27. She's
working on graphs using the diversity data of Board & Commission applicants and appointments since
1994. The graphs will be used by the Human Relations Commission to report to City Council.
Rita Klepac reported on her participation with the Social Justice Committee at the Foothills Unitarian
Church on the development of the second Diversity Film Series scheduled for later in 2002. The
Committee is looking for funding sources for their expenses (Senior Center rental, postage, film rental
fees and honorariums for speakers.) They're making an application for grant funds from the City of
Fort Collins Fort Fund. The next Diversity Subcommittee meeting is set for 5 p.m., Wednesday,
March 20, 215 Spruce Hall on the CSU campus. Enter the building on the north end.
Human Relations Award Subcommittee. The Human Relations Award Subcommittee is waiting for
2002 nomination applications. They're due by March 31, 2002. In an early April timeframe the
subcommittee will select winners for each of the four categories (Youth, Adult, Senior and
Organization.) Work related to the awards breakfast (Thursday, May 1, 2002 from 7:30-9 a.m.) will
follow... specifically sending invitations, preparing recognition certificates and finalizing plans for the
breakfast and the awards program. Mary Gomez was kind enough to help by referring information on
the awards and the nomination period to several CSU staff.
Police Subcommittee. Subcommittee Chair Richard Miller attended the February 20' Citizen Review
Board meeting. Topics of interest at that meeting are 1) the Coloradoan "Soapbox" to be sent by the
outgoing chair. The Soapbox's purpose is to inform citizens of the board's purpose and work done to
date. 2) Cards with information in English/Spanish on how to file a complaint. 3) Demonstration at
"range" of BeanBag, Sage Gun (rubber bullets) and Pepper Spray on April 17 at 6 p.m. The next CRB
meeting will follow the demonstration at 2554 Midpoint Dr.

IV. Old Business.
Citizen Liaison Program Training. Staff Liaison Angelina Powell met with past Staff Liaison Gabe
Serenyi to review the Citizen Liaison Program referral system. That interchange helped tremendously
because it brought into focus how what has transpired relative to the program affects the place where
we are now. Angelina will distribute the chronology information and supporting documents to the
Police Subcommittee for their work on behalf of the full commission. Angelina collected feedback
from members on when would be the best time to schedule Citizen Liaison Program training with the
Police Department. She'll forward that information to Lt. Karen Carlson.
IV. Announcements
HRC Bylaws will be reviewed at the April 11, 2002 meeting.
Election of Officers will take place at the April 11, 2002 meeting.
Northern Colorado Multicultural Coro. Parker Preble reported on topics of interest raised at the
March Northern Colorado Multicultural Corp meeting including the election of a new Chair Keane
Richardson.
Department of Justice Offer. Chair Bob Lenk spoke with a representative of the Department of Justice
in Denver. The individual, Rosa Salamanca was referred to Bob and offered to conduct training on
Creating a Hate Free Community: A Dialogue on Race, Peace and Unity. The information will be kept
should that time come when we're looking for a training resource.
VL Adjournment. The meeting was adjourned at 7:20 p.m.
