Mason Conference Room 1B. HRC Members present Mary Gomez, Ken Gordon, Jr, Rita Klepac, Bob Lenk, Man Oberoi, Parker Preble, and Erik Rush HRC Members absent Kimberly Clouser & Rich Miller /with notification Staff Members present Angelina Powell, Staff Liaison Call to Order. The meeting was officially called to order by Chairperson Bob Lenk at 5:38 p.m. II. Approval of Minutes. Chair Bob Lenk asked for a motion to approve the August 15, 2002 minutes. Man Oberoi made a motion to approve the minutes of August 15, 2002. Parker Preble seconded the motion. The commission voted unanimously to accept the motion. III. Subcommittee Reports. Diversity Subcommittee The last subcommittee meeting scheduled for August 21 was cancelled. Rita Klepac worked on mailing Foothills Unitarian Church Film Series flyers. She distributed information on the film series to be held at the Senior Center, 6:30 p.m. Seating is limited. • September 22, Blue Eyed with comments by Mark Benn, Psychologist, CSU • September 29, Mi Familia with presentation by Isabel Rodriguez, Parent & Teacher Liaison, PSD • October 13, Mississippi Masala with speaker Blane Harding, Lecturer at CSU Center for Applied American Ethnicity • October 20, Journey to a Hate Free Millennium with comments by Barbara Catbagan Spalding, Humans Rights Resource and Education Office, City of Fort Collins The next Diversity Subcommittee meeting will be held Wednesday, September 18, 5 pm. The meeting will be held in room 213B Student Services Building. Student Services Building is located off of University Avenue. Human Relations Award Subcommittee. The commission used this opportunity to discuss the vacancy of the Subcommittee Chair with the resignation of Shion Hung. Man Oberoi moved that Ken Gordon, Jr. be named as the Human Relations Award Subcommittee chair. Ken accepted. Mary Gomez seconded the motion. The question was called and the vote was unanimous to name Ken chair person. He'll be looking for other subcommittee volunteers as the work starts up in January and there are no returning subcommittee members. Angelina (who's worked with the subcommittee the past three years) assured Ken that she's prepared to provide the historic context the subcommittee will need. Police Subcommittee. The Citizen Review Board meeting was held on August 21 in the CIC Room. A canine demonstration held outside the building. Fort Collins Police Department K-9 police officer Human Relations Commis Page 2 Rick Mainwal had a 60 minute plus canine demonstration with the assistance of two other FCPD K-9 officers. Officer Mainwal's presentation consisted of all aspects concerning the training, use, deployment, history of the dogs, policies, etc. of the present canine unit. There are 6 dogs in the FCPD arsenal. All were imported from Europe. Sgt. Cory Christiansen will be replacing Lt. Carlson as Staff Liaison to the CRB shortly. The new Chairperson is Becky Richardson. The new Vice Chairperson is Maria Martinez. By the next CRB meeting (September 18), it's possible the board will be reviewing two new "Use of Force" cases. Police Subcommittee Chair Rich Miller is planning on attending. IV. Liaison Reports Northern Colorado Multicultural Corn. Liaison Parker Preble attended the September 5th meeting. He reported there are openings on the board-- of the 25 board positions, only 16 are filled. He also learned in conversation with NCMC Chair Keene that work is on target for their business plan. V. Old Business. MLK Lunch/HR Awards Ken had not been able to attend the mid day meetings but shared information on the committee's visit to the Denver MLK Dinner Planning Committee and their efforts to draft a funding raising letter. Ken promised to share the committee's electronic minutes. VI. New Business. Bilingual Teaching in Schools Referendum. Erik Rush asked if the Commission had information and wanted to share their position on the question before the State of Colorado electorate. Chair Bob Lenk, will look for information on the web relative to the referendum including the actual text of the ballot question as well as pro and con information there. He'll share what he finds with the commission before the next meeting. VII. Announcements. Erik Rush has been accepted for the 12 week City of Fort Collins Police Academy that starts September 12th. His participation at the academy affects his attendance at the next two HRC meetings. As the Academy starts at 6:30 p.m., he plans to join the HRC meeting for a time. Jade Creek Book Store Diversity Book Discussion series starts October 10`h. Multicultural Community Retreat set for November 7 & 8 in Estes Park. VIII. Adjournment. Mary Gomez made a motion to adjourn. Ken Gordon, Jr. seconded. The meeting was adjourned at 6:45 p.m. The next HRC meeting will be October 3 in the 215 N. Mason Community Room.
