HomeMy WebLinkAbout1996 - Downtown Development Authority - Annual Reportdda DANTOWN � DEVELOPMENT AUTHORITY ONE WEST CONTEMPORARY ART CENTER 201 SOUTH COLLEGE AVENUE, FORT COLLINS, CO 80524 Telephone (970) 484-2020 Telefax (970) 484-2069 DOWNTOWN DEVELOPMENT AUTHORITY ANNUAL REPORT - 1996 In the 1995 Annual Report several items were identified as priorities, and these received the full attention of the DDA Board of Directors in 1996. • JUSTICE CENTER - The Downtown Development Authority formed a special committee to represent DDA's interests in what is deemed the most important project ever to come under the consideration of the Authority. In meetings with John Fischbach, Alan Krcmarik, Debra Passariello and Frank Lancaster, discussions are underway to determine how best to advance this project. DDA has emphasized the importance of this project not only from a functional standpoint, but to solidify the central business district and serve as an identifier of this community for many years to come. • PRINCIPLES AND POLICIES - Through its many drafts, and even beyond the time of its adoption by City Council, DDA has remained an ever present part of the framing of this document, and is grateful for the open minded consideration and acceptance of all points presented. • POUDRE RIVER CORRIDOR - DDA continues to meet with the principals responsible for drafting these codes to offer input where possible, in an endeavor to help balance economic and environmental issues as they relate to the River. • PARKING ISSUES - DDA responded to individual merchants expressing their helplessness and frustration over parking problems in general, and security issues in particular as they relate to the parking structure. Resolution #96-4 was framed to express these needs. • DDA/DBA AGREEMENT - DBA has set in motion an exciting marketing strategy which focuses on selling the central business district as a destination market for shopping, entertainment and a full service area. The Authority deems it a sound business decision to support DBA in every way, including financially. PAGE II • REZONING - This was on the list of priorities for DDA in 1996 and City personnel generously attended two Board meetings to share their plans and allow for Board input. Projects which came before the Board in 1996: * 200 walnut Street * Cottier Project (Old Union Pacific Freight Depot) * Coopersmith's Silo * Lee Martinez Park Project * Home State Bank * 132-140 N. College (Trimble Court and Binkler Buildings) * Rand -Scot, Inc Projects completed in 1996: * Bristol Floral renovation * Wall Mural * Linden Street Signage * Facade Restoration of OneWest Art Center The Authority continues to encourage projects to restore or expand their operation, particularly in cases where new jobs are created and which therefore requires less outsourcing to areas outside Fort Collins. Rand -Scot, Inc. is such a project. A vibrant operation of some sixteen years standing, which successfully integrates the physically challenged into several areas of its organization. In addition to these projects, preliminary work was done to investigate the possibilities of setting up a Business Improvement District. This will continue in 1997. Longtime Board Member Rick Goodale who had served DDA well for several terms was replaced by Bill Attwooll of Terracon Consultants Western, Inc. Chuck Wanner continues as liaison to the DDA from City Council.
