During 1999, the DDA spearheaded an effort to upgrade the maintenance of Old Town Square. At a time in which the infrastructure of the plaza is deteriorating, the DDA has committed up to $12,500/yr in matching funds for replacement of equipment which falls under the category of capital expenditures. Old Town Square Patio Licenses. Beginning in January 2000, all patio space in Old Town Square will operate under a license agreement. This agreement will consist of additional liability coverage, a small fee, and the ability to monitor this publicly owned area. Hiring of new management. In 1999, the DDA retained the services of Jay Hardy, who serves as the new Executive Director. Poudre River Property Owners Group liaison. As plans for the Poudre River redevelopment begin to unfold, the DDA continues to work very closely with the 50+ property owners. In the near future, the DDA envisions participating in this redevelopment process. Poudre River Corridor Plan. The DDA assisted in the City's Poudre River Corridor planning process. Floodplain Task Force. The DDA has participated in the recommendation and input process through its participation in the task force. Our representation on this task force we believe to be vital, not only because decisions made will impact projects within the DDA boundaries but also to ensure that the property owners concerns and rights are upheld and addressed. Project Analysis Guidelines. The DDA reviewed its project analysis guidelines and process in 1999 and is anticipating some administrative changes in FY2000. Remington Street Parking Garage Study. The DDA committed $15,000 to the Parking Garage Study ordered by the City. Although, by agreement the maintenance of this structure lies with the City, it is DDA's desire to ensure that the parking needs of downtown are met by determining the structural health of the garage. Financing Package for eight projects. During 1999, the DDA worked with City staff to finance eight downtown projects through the administration of two ordinances. This financing was paid from the DDA reserves and no borrowing was required. Performing Arts Center. DDA has continued its involvement in the site selection process of the proposed Performing Arts Center. As plans continue to unfold, we anticipate funding a portion of the project. Successor Entity to DDA. DDA has enlisted a core group of community citizens to begin the process of selecting a timeline and mechanism, which can succeed the DDA.
