2000 Annual Report

The following outlines many of the projects and work items the DDA was involved in
during 2000:
Old Town Square. During 2000, the DDA committed efforts to the improvement and
upgrading of the maintenance and capital improvements of Old Town Square. In that
time, the DDA assisted in the repair and replacement of pumps within the fountain,
upgraded lighting, concrete and flagstone seating as well as replacement of selected areas
of the plaza pavers.
Old Town Square Patio Licenses. Beginning in January 2001, all patio space in Old
Town Square will begin to operate under a license agreement. This agreement will
consist of additional liability coverage; a fee of $1 per square foot and the ability to
monitor this publicly owned area.
Poudre River Property Owners Group Liaison. As plans for the Poudre River
redevelopment begin to unfold, the DDA continues to work very closely with the 50+
property owners.
Poudre River Corridor Plan. The DDA assisted in the City's Poudre River Corridor
planning process.
Floodplain Task Force. The DDA has participated in the recommendation and input
process through its involvement in the task force. Our representation on this task force
we believe to be vital, not only because decisions were made which will impact projects
within the DDA boundaries, but also to ensure that the property owners concerns and
rights were upheld and addressed.
Performing Arts Center. DDA has continued its involvement in the site selection
process of the proposed Performing Arts Center. As plans continue to emerge, we
anticipate a further commitment in bringing this project to reality.
Successor Entity to DDA. DDA has enlisted a core group of community citizens to
begin the process of selecting a timeline and mechanism, which can succeed the DDA.
The current DDA will expire in 2006.
Project Financing. The DDA successfully funded four projects with a bond series in
February 2000. This funding provided for improvements to the Armstrong Hotel, 401 W.
Mountain Ave., Four Corners streetscape improvements, and Walnut Street sidewalk
improvements.
Mulberry & Lemay Crossings Annexation. During FY2000, the DDA recommended
to City Council the expansion of the boundaries of the DDA to include the Mulberry &
Lemay Crossings project. This annexation was approved and funding from this project
appears to be a substantial opportunity to further the mission of the DDA.
