The 1989 work program for the Downtown Development Authority includes seven
objectives:
I. Retail Roc—ui=ent
2. Centralized Retail Management
3. Hotel
4. Advertising the availability of $3.3 million and DDA assistance
5. Block 31
6. Small Projects
7. Residential development
Retail Recruitment.
Objective: Fill downtown vacancies and attract major anchor(s).
Methodology: Focus on specialty retail, independent or regional operations.
Three road trips are scheduled with the final one completed in March.
Each trip will be proceeded with telephone calls to local chambers of
-commerce and downtown organizations to help in identifying succasaful
retailers. Appointments will be scheduled with any regional retail
headquarters located in communities to be visited. Each trip will be
evaluated and followup materials will be mailed out within a week to
retailers identified as appropriate for Fort Collins.
1989 Goal: Commitments from a ad*imun of three retail operations and one
anchor store.
Centralized Retail Management.
Objective: Increase the competiveness of downtown business by applying
coordinated management and development techniques.
Methodology: Centralized retail management involves a variety of programs
and may players. Because parts of centralized management are more
eaai:Iy implemented than others staff believes the most effective
ssproach is to break it down into smaller components and work on each
independently. In time, all the elements can be brought together under
&-single program.
Components. Maintenance, security, and parking. The framework exists
for this elemenc through the City of Fort Collins Parking Services.
Furthermore, City Council has indicated a desire to have parking issues
handled through a downtown management enti.cy. Although DDA staff" has.
already worked out conceptual financing and staffing needs, this effort
must be coordinated with city hall and probably the Downtown Business
Association.
Marketing and Merchandising. The DBA presently handles
the day —today marketing of downtown. The Mk's role is mainly through
financial support and staff assistance. Ia 1989 the DDA will work
toward establishing: common operating hours, use of vacant storefronts
for displays, development of a merchandising program involving
seminars, and eventually, providing professional merchandising
expertise to retailers.
Capital Improvements. Although much of this will be
covered under "small projects" one element involves providing property
owners with more financial leverage to make building improvements. Ia
1989, the DDA will attempt to bring together property owners along ac
least one College Avenue blockface to work on a comprehansive facade
improvement program and possibly on both a tenant finish and alley
improvement program.
1989 Goals: (1) Have the complete program for maintsaaoce, security, and
parking established and ready for implementation by Thanksgiving.
(2) Establish common operating hours in at least one blockface
outside of Old Town Square.
(3) Use high school and college design, merchandising, and
marketing students to devise storefront displays and assist retailers
in merchandising their goods and servicas.
(4) Bring together property owners in at least one College Avenue
blockface to work out a joint improvement program. Realistic time for
negotiation is one year.
Hotel.
Objective: Continue the effort to attract a major hotel to downtown.
Methodology: Complete update of market analysis. Work with the City for
the development of a convention center. Contact hotel developers
and operators.
1989 Goal. Assuming positive market potential, have a disposition and
development agreement signed by year's and.
$3.3 Mddlion.
Objective: Got the word out about the availability of $3.3 million for
development assistance and about DDA assistance in general.
Methodology: Identify appropriate journals to advertise in (see attached
memo from Jan Martin derailing suggested places to advertise and
costs), prepare materials detailing criteria for use of the $3.3
million and about the Downtown Development Authority. Followup all
querm_es.
1989 Goal: All ads placed by March.
