The 1993 Downtown Development Authority Workplan is based on the
August, 1992 Board of Directors retreat.
1. Resolve financial issues for future project funding as a
result of:
a) 1992 tax increment refunding arbitrage rebate
obligations;
b) Reduction in 1992 tax increment resulting from
lower commercial property values in the CBD;
c) Passage of Amendment #1.
2. Continue the effort to redevelop the Linden Hotel as a first
step toward re -integrating the Poudre River into the fabric
of downtown.
3. Pursue a housing initiative to encourage residential
development in the central business district.
4. Solicit new retail businesses for the CBD.
5. Evaluate and consider:
a) Developing the old "Fort" site;
b) Developing a performing arts/cultural complex;
c) Redeveloping a portion of Old Town Square to
re -orient the performance area between the 100 and
200 blocks of Linden Street;
d) Creation of recreational and open space.
6. Work closely with the City regarding future development of the
CBD and the use of General Improvement District #1 funds for
downtown improvements.
