Regular Meeting

Call to Order
The meeting was called to order @ 18:35. Minutes for September
15, 1999 regular meeting were read. Rick Aulino made to a motion to
accept the minutes. Becky Richardson seconded. No discussion.
Vote was taken, motion carried 6-0.
Meeting
Hal Dean will check again on status of someone to take minutes at
Recorder
regular meetings.
Subcommittee
Rick Aulino gave an update of the review subcommittee and process
& Press
used. Brian Carroll asked if a press release had been issued? No.
Releases
Lengthy discussion related to press releases —precedents of issuing
Issues
press release, what prohibits the CRB from talking to the press, what
avenues are there for the public to find out about issues if the FCPD
makes no comments and CRB does not release its findings.
Carole Stansfield made a motion that CRB does not issue routine
press releases except for high profile cases and annual report. If
case is high profile, the subcommittee chairperson can advise the
CRB chairperson that subcommittee would like to issue press
release. Sam Blanco seconded. No further discussion. Vote was
taken, motion carried 5-1.
Rick Aulino questioned if subcommittee has questions or issues
regarding the investigation, can a separate confidential memo be
sent to IA, Chief of Police and Staff Liaison? Discussion ensued.
Greg Tempel furnished a draft format for subsequent subcommittee
memos. Copy attached. Greg Tempel suggested that everything be
addressed on one memo and redact out the parts that are
confidential to FCPD.
By-laws Greg Tempel presented a draft of by-laws. Copy attached. The bulk
of the meeting was spent reviewing and amending the draft.
Rick Aulino made the suggestion that by-laws be changed to reflect
that all business of the CRB will be conducted at an open meeting,
including granting of extensions if time allows. It was noted that
some special sessions may have to be called for extenuating
circumstances but that most issues that need board input, approval
or selection of subcommittee should be known well enough in

advance so that most business can be accomplished in regular
business sessions.
Article IV -Section 2 regarding open/closed sessions at officer's
request will require code change. There is concern that
subcommittee would have a hard time maintaining confidentiality of
the IA file if an involved officer requested that a subcommittee
consider and discuss the evidence in an open session. A change in
code must be requested by City Council or a Department of the City.
Hal Dean will ask FCPD to make a formal request of code change.
Greg Tempel will make suggested changes and present to CRB at
the next meeting.
CRB Training Discussion ensued related to CRB training sessions, who is
responsible for determining training and monitoring if training is
completed by all members of CRB.
In the future, any training sessions that are scheduled it was
recommended that an alternate time be available also.
Subcommittee Two IA cases are pending that may come to CRB, subcommittee
Selection members were randomly selected by drawing names. Names were
selected for each investigation in the following order:
