November 20, 1973
The regular meeting of the Fort Collins Parks and Recreation Department
Advisory Board was called to order by the president, Mrs. Gladys Eddy, at 7:00
P.M., November 20, 1973, is the Parks and Recreation office.
Minutes of the previous meeting were approved as presented with corrections.
Mrs. Gladyn Eddy iatrcae:ced Mrs. Nancy Cray who will be the representative from
the City Council on the Parke and Recreation Board.
Mr. Tom Frazier introduced Mr. Mike Cathcart who will be working for the
Parke and Recreation Department. He will be working with the boys' and men's
sports.
Mrs. Eddy presented past members of the board with certificates in recognition
Of the may years of dedicated service to the Parks and Recreation Advisory Board.
Mr. Charles Paterson, De. Al Pettine, and Dr. Rbbert Pike were present to accept
their certificates. Mr. Bob Dunn was unable to be present, but was also recognized
as an outstanding member of the past Advisory Board.
Dr. Al Pett9ae ask`,d about the 50% reduction for senior citizen's fees for
prograa13 offered by the Parks and Ree%'eation Department. It was eap3ained that the
reason for this reduction is that MaaJ people cannot afford some of the fees for
the arts and crafts programs. It was also explained that the reduction is to include
only the arts and cr:,fta and other specific senior citizen programs offered through
the Parks and Recreation, but does not include other programs such as golf, skiing,
/ etc. Dr. Pettine asked if this would be a flat reduction without regard to income
and ability to pay. It was explained that this is a flat reduction. The staff was
asked to monitor this reduction anad to bring any criticism to the board.
Mx. Tom Frazier announced that an effort is being made to coordinate all the
various senior citizen groups and programs. He feels that we should have a center
that all senior citi.nen groups can use.
11a. Eddy talked about the energy crisis and the possibility of the schools
being closed. This could affect the recreation programs, 11r. H.R. Phillips said
that temperatures of 65 and 68 degrees would not create a problem for basketball
games. Programs that are not ahtletic in nature probably would not be held because
of the cold temperature. No definite plans have been established yet to deal with
the enemy crisis, but the Parks and Recreation office will stay in
issue. formed on the
Mr. Frazier said that Mr. Norm Chung has set up a recreation program for the
handicapped. The progr&m was not budgeted for the coming year. Mr. Chung has
received financial support for the program from other areas. The Community Centered
Board will subsidize transportation. The Senior Citizens' board in Parks and
Recreation had a dance and bake sale and raised $100.00 for the handicapped
recreation program. This is a pilot program and will cost about $558.84. The
total Progrr-m would cast about $2,000.00.
Mr. H.R. Phillips stated that work is continuing on the tennis courts in
order to finish the protects before the weather gets too bad. The indoor
awrl=Ing Pool Will be bid. November 28th. Improvements will be made on the outdoor
swimming pzo? .
The Par'ce and Recreation Board has asked that the Parks and Recreation
Department run a contest to acme the new indoor swimming pool if the board does
sot hear otherwise from the City Council.

Designing Tomorrow Today has asked if.4te board would like to have a task
force help with the location for a new outdoor swimming pool. It was stated that
the pool needs to be where we have property and also not near the present pool
locations. Mr. Phillips will present a map of present park locations to the
board. Mr. Dave Phillips moved that the board ask DT2 to appoint a task force to
study locations for a new outdoor swimming pool. Mr. Ray French seconded the motion
and it was carried. Mr. Ray French was asked to be the liaison between the task
force and the Parks and Recreation board. Parka and Recreation Board will receive
recommendations from the DT2 task force and the final decision on the location of
the pool will be made by the Parks and Recreation Board. Mrs. Eddy will contact
Mrs. Val Ogden to ask that a task force work on the pool location.
Mrs. Eddy asked if anyone had final ideas or suggestions for the Board.
Mr. Peterson stated that Fort Collins gets more per dollar in its recreation
programs than any other town and thanked Mr. Phillips for his dedication to the
recreation program. Mr. Don Southwick asked what the old Post Office building will
be used for and discussion of different possibilities followed. Mr. Frazier asked
that the Board begin thinking about community education and how it should be
Implemented. There will be no meeting in December.
The meeting was adjourned at 8:15 P.M.
