January 15, 1974
The regular meeting of the Fort Collins Parke and Recreation Advisory Board was
called to order by the president, Mrs. Gladys Eddy, at 7.00 P.M., January 15, 1974, in
the Parks and Recreation office.
Minutes of the previous meeting rrara approved as written.
The Parks and Recreation Department Will conduct a Namerths-pool-contest". A new
indoor pool will be constructed during 1974 on the southwest corner of .the Lincoln Junior
High School playground. The contest is open to all Fort Collins residents and first
prize will be a family pass for one year to the new indoor pool. Second prise Will be
A single season pass for one year. It arse stated that all members of the Advisory Board
will be members of the committee to judge the winners. Names entered in the contest
are to be sent to Board members before the March 19th meeting. Discussion, of entries
will be held at this meeting.
Mr. Bob Brunton stated that the sebbol administration, the staff, and parents are
working with students at Lincoln Junior High to insure safety and to redgee vandalism.
The architect and contractor will talk to the stu3ants, the students will be given
periodic tours of the pool, and the first swimming will be for the Lincoln Junior High
students. Plans indicate that the indoor pool will open in November.
Discussion was held concerning the need for playground area for students while the
Pool is being constructed. Homes in the area are being purchased and will be moved to
make room for a parking lot. Mr. Tom Frazier is doing a survey on fees and charges,
and proposals will be made to the Board later. He is also studying lockers and
scoreboards which can be purchased.
Mr. H.R. Phillips discussed the Rocky Mountain Park proposal which suggests that
approximately 952 of the Park become a wilderness area. This would mash the alimination
of Hidden Valley, private transportation in the area, the restaurant, and other present
areas. Mr. Dwain Miller will attend the hearings on this. A poll of the opinion of the
Parks and Recreation Board on this matter.Indicated that:
I. Hidden valley is needed for a ski area.
2. Some felt buses instead of private transportation was good. Others indicated
they didn't favor baser.
3. The Board generally felt that the oamaercial establishments in the area were fine,
but felt that increased members of establishments might be detrimental.
4. The Beard would like to see more footpaths in the wilderness area.
5. The Board was not interested in expansion of the ski area, but want to keep it
as it is.
6. The Board feels that the total manbar of people who can use the area would be
reduced too quichiy.
Mr. Norm Chung explained the recreation program he has developed for the handicapped.
The program was established on the premise that the mentally, physically, and socially
handicapped should be given an opportunity to participate in recreational activities.
The program is bold on Saturday from 1:0Q-3:00 P.M. at Riffenburgh Elemantory School.
Care -*-Van provides transportation for the participants and the Larimer Community
Centered Board provides the finances for the buses. Approximately 60 people, ranging
In age from 8 to 55, participate each week.
The Senior Citizens' dance and bake sale raised approximately $190.00
to help finance this pilot program. .The seven reek program ended in December.
This progran was not included in the budget. Mr. Don Southwick moved that the
recreation prograa for the handicapped be approved and continued and that the
Board request funding from City Council. Mr. Bay French seconded the notion.
It was passed.
Mr. Tom Frasier explained the Community Education concept. It is the process
of Ivrolving people in the total community. He feel* that the schoole. City Council,
and other groups will have to fora a committee to research the advantages and
Pitfall* of Community Education. Mr. Frazier has developed a folder which gives
the basic background on Community Education.
Mr. H.R. Phillips asked if the Parka and Recreation Board wants to be involved
In the greenbelt and parks apace progress. The Board definitely vents to be
Informed on these areas.
The meeting was adjourned at 9:15 P.M.
