The meetinS of the Fort Collins Parks and Recreation Advisory Board
was called to order by the President, Gladys Eddy, at 7:30 P.M. in the Parks
and Recreation office. Minutes of the previous meeting were approved as
presented.
Donna Beard gave a report on the plan for Youth Centers in Ft. Collins.
She and Lela hyder have been attending various meetings in order to keep
the Parks Board informed on developments. Donna stated that there is a group
of high school girls looking for a possible site for a Youth Center. The
Laurel School gym was discussed as a possibility. The second proposed Youth
Center is being organized by Isabelle Coria and is called the Northside Youth
Center. This group would like to use a building that they presently own to
have meetings, arts and crafts, basketball, etc. The Northside Youth Center
has applied for Revenue Sharing funds and has agreed to turn the building over
to someone in the city so that it is not a privately owned facility. This
group does otm some equipment.
The Welfare Rights group has land and is building a small building for
all age groups. This group wants the people who live in the Buckingham area
to work on the building and feel involved in the project.
The Parks and Recreation Board accepted the proposal from Donna that the
Board wait for further developments with these proposed youth centers before
making a recommendation to the City Council.
MemLers of the Board were asked to submit a statement indica;.ing the
views of the Board members on the basic purpose of the group, the role the
Board.ahculd play within the city government structure, an assessment of
whether Board members are making an effective contribution, wheth,>_r member-
ship in numbers and background is proper, adequate staff support, what members
understand the group°s scope of authority to be, and whether is should cont-
inue in present form. A copy of this statement is enclosed with these minutes
ar_d the final draft was sent to Bob Brunton, City Manager.
Tom Frazier asked the Board to consider supporting more recreational
facilities as top priorities in the capital improvement program. The library,
city hall, and community auditorium are now top priorities. He questioned
whether the auditorium should receive as high a priority as an ice skating
rink or an outdoor swimming pool. Gladys Eddy suggested that the Parks and
Recreation Board should support recreation programs, but should not state a
position on which capital improvement programs should come before others.
The Board felt that recreation priorities should include an ice skating rink
and an outdoor swimming pool. ,
The Board will send a letter to City Council expressing concern that
the date for a new outdoor swimming pool has been set back.
Tom Frazier gave a report on the progress of the new indoor swimming
pool. The dedication of the pool will be December 15. On December 10 there
will be a buffet and tour of the new pool for the Parks'and Recreation Board,
the Pool Committee, the School Board, and the City Council.
Jean Helburg reported on the girls volleyball and recreational programs.
She stated that the Fun -Time program mill have no facility after Christmas.
The Community douse is being renovated at, this time.
Parks and Recreation board members were asked to give input and support
to Council members on the need to use the newly purchased Coloradoan building
for Parks and Recreation programs.
H. R. Phillips stated that some elementary gyms can not be used for
adult basketball because they are not large enough and the baskets are not .
high enough. It is difficult to try to schedule enough gyms for the many
teams. The registration fee has been increased so the department will have
to wait and see if there will be as great a demand for the use of gyms.
Election of new officers was held. Gladys Eddy was elected President,
Don Southwick was elected Vice -President, and Clara Donohoe was elected
Secretary.
