PARKS AND RECREATION ADVISORY BOARD
MEETING - March 25, 1975
Vice Chairman, Don Southwick, called the March meeting of the Parks and
Recreation Advisory Board to order at 7:30 P.M. Minutes of the last
meeting were.accepted.
H. R. introduced Mr. Bill Robb and Mr. Brenner, Architect planners,
who briefed the Board on their remodeling plan and compared it to our
plan. Code specifications had been checked.
No cost estimates yet
Heating probably satisfactory
Air-conditioning will be needed in basement
Need good communication system throughout the building
Two halls in basement to meet code
Additional front entrance to Sr. Citizen offices
Cost of an elevator needs to'be considered for use by handicapped.
Could go to City Council April 1
Scope - 3 to 6 months
City Council member, Nancy Gray, feels City Council needs to meet with us in
the next three months before the budget is planned.
Mr. Martin of the Senior Citizens' Commission stated that he felt space for
their needs of office activities were adequate.
roll Bob Hunt expressed great concern about compatibility of the groups, and do
we have room for Parks and Recreation staff as it grows? H. R. thinks it
can be worked out.
Dwain Miller asked if there was any money available under Title 3 funds.
COG has $42,000, but shared in two counties, it would not go very far.
After much discussion the Advisory Board approved the following two motions:
1. Dwain Miller moved that the Parks and Recreation Advisory Board recommend
the preliminary drawings by Robb and Brenner for remodeling the
Coloradoan building be presented to the City Council as a general plan.

2. Bob Hunt moved we accept the Parks and Recreation Department recommendations
for use of .the old Coloradoan building, with the order of numbering as
follows: ,
The old Coloradoan building shall be used as a Community
Recreational Center, managed and supervised by the Parks
and Recreation Department. To provide the best and highest .
use of space, the building will be designed to accommodate
^ the following programs:

1. Offices and work space for recreation staff.
2. Recreation Department sponsored classes and programs.
3.. Extensive senior citizen recreational activities.
4.' Youth activities compatible with building design.
5. Adult activities compatible with building design.
6. Community activities needing meeting space - on a
scheduled basis.
Dave Philips recommended the staff begin to list problems to be studied
soon (immediately) by the Advisory Board and City Council.

Staff - manage, custodians, etc.
Fees for use
Hours and days open
Uses, etc. priorities
H. R. will begin this and an abstract will accompany the two motions presented
to City Council. In about one month, a follow-up note should go to City
Council alerting them that the Parks and Recreation Department will not be
able to handle all of this without help. (Maintenance will be a big expense)
Before next meeting -
1. Think over possibility of a fee or rental policy for facilities.
2. Jean Helburg asked the group to consider changing the Community House
name to "Pottery Studio". Can be changed by January 1. (It is now
listed as Community House in all new bulletins)
H. R. mentioned that tennis registration in many groups was full before an hour
was over on opening day. Really makes some unhappy.

It is important in the near future to establish a rental
policy for facilities under the jurisdiction of the Parks and
Recreation DVarzwent. The following are soots areas of concern
which will warrauxt discussion when the time comes to establish
these policies.
1. Rental of inoide facilities - Coloradoan, Sentor/Youth Center
In City Park, Cmwiunity Rousso
a. groups seeking meeting rooms.
b. groups sewing space for clinics or workshops at
no charge to the public.
c. groups seeking space for clinics or workshops
with a charge to the public.
2. Rental of tennis courts.
a. '.cmis Club closed tournaments and socials.
b. '.:mania Clua open tournaments and clinics.
c. Private groups wishing to have court time for
whatever reason - i.e., Newcomer tennis lessonsg
church -sponsored tournament.

;play at Edora Park. (It would not be feasible to
astablish this policy anywhere also until the.
tennis complex is completed at Rolland Moore
Park.)
3. Rental of softball/baseball fields.

c. Private groups wishing to reserve for 1 or 2 days
for a tournament.
