September 28, 1976
The regular meeting of the Parke and Recreation Advisory Board was called to
order by President Bob Hunt on September 26, 1976 at 7:35 P.m.
Minutes of the .June meeting were appro.Yed. Hob Hunt read letters of resignation
from Lela Ryder and Abel Amayn. New Board members, Irene 'roli.ver and BeI Crockett,
were introduced. One vacancy remains to be filled.
TENNIS COURT RESERVATION SYSTEM
A discussion of the reservation system at EdoLca Park tennis courts was led by
Jean Helburp. According to court attendants, reservation system was accepted
by 802 of players with whom they had contact. A motion was made by Dwain Miller
to keep four (4-) courts for reservations and two (2) courts open, to be reserved
when demand necessitates. Motion died for lack of a second. Board members felt
it might be difficult for court attendant to enforce and that revenue would be
lost. Another motion was made and seconded by Don Peters to use the reservation
system on all six (6) Edora courts for 1977 at the suggested times.
Suggested changes for 1977:
I. Begin the reservation system the end of May rather .ban the first part:
of May due to inclement weather.
2. Weekday achedule: 5:00 P.M. - 9:30 P.M. (Very few players at 3:00
Saturdays a holidays: 9:30 A.M. - 3:30 P.M.; 5:00 P.M. -- 9:30 P.M.
Sundays: 12:30 P.M. - 9:30 P.M.
3. 15 admission pass for $30.00 - representing 20% discount
4. Additional services - Pay phone, pop machine, lights around shed
1977 BUDGET AND PROPOSED FEE CHANGES
Bob Hunt prefaced this discussion by saying the Advisory Board does not have
the expertise to determine the cost and need of the Department. With the aid
Of special management helps, the Board could be shown why some programe cost
more than fees charged and could then determine whether or not the program
has value and should be kept. Councilperson Gray indicated the majority of
City Council members want programs to pay for themselves, except perhaps youth
programs. Tom Frazier felt that philosop'ly toward funding of recreation is
changing. Initially recreation programs 'never paid for themselves; then adult
program fees were raised to pay first for themselves and then for youth programs.
Dwain Miller stated that a recreation program can be a good public relations
Program for a city; money spent on programs engenders good feeling in the citizens.
Nancy Gray said that Council members are looking to see whether numbers in revenue
and cost columns are balancing. Ray Kruse said perhaps Council should allot a
certain amount of money to Parks and Recreation; then the program could be built
around that amount. Clara Donohoe would rather see an increase in fees than a cut
In programs. As an example of increased cost of a program, Tom Frazier said
pottery costa are up due to bringing up the quality of the building; the cost
of amortizing the equipment has been spread over several years. Several programs
have been cut because the minimum number of participants wasn't met. Bob Crockett
indicated it would be more valuable for the Board to look at the net difference
between the proposed budget and revenue and the percent increase of that difference.
If the net difference is climbing too hiss.,, then cut budget nr programs. Wher new
buildings or programs are added said the net difference between costs and reverue
goes up, the Board should he able to explain, support or defend the reasons
for the percent increase.

A suggestion was made by Dan Peters to break down recreation costs into adult,
youth and senior areas and then show deficits or percent increase of costs in
each area.
Tom Frazier believes that neither Council nor the Advisory Board should be
arbitrarily setting fees. Areas of cost are best understood by professionals
In the field of recreation. The Advisory Board should really just set the
philosophical tone. Nancy Gray said the Department will have until October 11
to look at fees and make proposals. She will ask for a Council work session with
the Advisory Board after budget hearings.
A motion was made by Bob Crockett and seconded by Irene Toliver that the Advisory
Board favor a budget that reflects a maximum 15% increase in the net difference
figures projected for 1977 relative to 1976 and that the fee structure reflect
that 15% increase. Motion carried. Bob Hunt requested that the Advisory Board's
Philosophy on fee structure go on record as showing -
1. the Board shall be involved with an overall increase in program
cost and not item -by -Item cost
2. the expertise shall come from the staff, not the Board who are, for
the most part, non-professionals in the area of recreation.
OTHER BUSINESS
H. R. Phillips asked for a recommendation from the Board for the support of
Proposition I in November election - the establishment of a state lottery with
monies earned going toward purchase of open space land. A motion was made by
Dwain Miller and seconded by Donna Beard to ask Council to pass a resolution in
support of Proposition (; motion carried. A motica was made by Clara Donohoe
to have a news release supporting Proposition 1.
Tom Frazier reported that V.F.W. has picked up transportation costs of the
Saturday handicapped program. Sertoma will help fund costs of the Special
Olympics. The only program, expansions will take place is the major sports and
adult arts and crafts; no new programs will be added. Cultural events (children's
choir and senior dramatics) took biggest cut; day camp plans will be delayed until
1978.
The $18,000 cost of the 96rthside Community program under Chico Martinez will be
Incorporated into the Parke -and Recreation Department budget, necessitating some
changes in the overall budget picture.
Dwain Miller made the suggestion that perhaps the Advisory Board and City Council
members should see some .of the Department's programs in action; possibly a city
bus could be used for the tour. n ,
