Previous minutes were approved. A letter of resipnation was received from Don Peters: Gene Botterman has been appointed by City Council to fill a vacancy on the Board; there remains one vacancy to be filled. This meeting was called to discuss the five areas to be discussed when the Board meets with City Council. Bob Hunt indicated that at the joint meeting, Board members will have a 5 or 10 minute period to present their specific areas, followed by a 20 minute discussion period. It was suggested by H. R. Phillips that outlines be sent to Council members prior to the meeting, ao that they will be adequately acquainted with the Board's presentation. 1. Budget and Finance As stated by Bob Hunt, cost accounting per program is what is being striven for. Mention was made of finding sponsors for football teams. However, volunteer help tends to be uuidependable, according to H. R. Phillips. Perhaps financial assistance in sponr.orship, but having the Department run the program might be possible. 2. Open Space Parks and Recreation Departnnnt takes over maintenance of open space, once it is acquired. Dwain Miller said that a policy of use should be established before the open space is acquired. The kinds of use include high activity (sports), more passive use (hiking) and natural restoration. 3. Capital Improvements Bob Crockett prepared a lirt of five ways in which the Board can be of service in area of capital improvements. He suggested that an operating budget should also be pro+wsed with each capital improvement. 4. Long Range Programs Expansion of cultural activities and outdoor recreation programs are goals expressed by staff in addition to keeping present programs going. 5. Public Relations It was felt that this was an area needing mediate attention. Some suggestions for acquainting the public with Parks and Recreation programs include: a. Calendar posters on city trucks b. Quarterly calendars on McDonald°s trays (done in Longmont) c. Mail presentations with posters d. Open meeting for citizenry Possibly an updated citizen survey should be done. The last survey was taken In 1973, surveying every 50th household by using water meter addresses. Prior to the one and One-half hour meeting requested vith Council, the Board will again meet to go over specifics of these five areas. Meeting was adjourned at 9:00 P.M.
