Rick SuLm •- Parka and Recreation Board should have some avarenesss of the budge: prior to the t:,'-T a it is given to Council. Clow much in the way of recreational programs and parks can we afford in the next 3-5 years? Chuck Bowling -- Development of youth in programs now saves cost of delinquency programs later. Sliding scale has not Seen tried fairly yet; there should be a more formalized plan for determining need and eligibility. Continuous hiking of fees might leave .out people of media-+ income. Recreation programs should not be expected to be sell' --sufficient. Earl Wilklmoon - The question is rot how much recreation we want, but how mu;,h can we afford. Parks and Recr•at.isn Advisory Board acts in an advisory capacity to City Council; Parks and Recreation staff acts as advisors to Parks and Recreation Board, City administration (Mr. Brunton and staff) should be involved with City Boards during budgetary process and then present total budgets to Council. I.Y. PARKLAND PLANNING, AND ACQUISITION. Peggy Reeves -- Land acquisition is most important as population grows. Bowling -- There should be coordination between Parks and Recreation and the Foudre Greenbelt Association. Should the Advisory Board be separated into a Parks Board and a Recreation Board? Reeves - Perhaps Board members could be on individual task forces and have extra help from citizens and yet remain as one Board. Suinn - Parks and Recreation Board members, within the 5 areas, could be utilized in coolaboration with Parks and Recreation staff. Wilkinson -• Parks and Recreation Board could have input as to specific uses before land is purchased. Like Dwain Miller's idea of purchasing land from farmer in advance of city growth; land then is leased back to farmer for agricultural use. This plan benefits city by purchasing land at today's price and is a selling point to farmer because he can continue to farm and not have to pay the rising taxes as land incr ases in value. 111. LONG RANGE PROGRAMS. Suinn - What determines what programs are offered? Reeves and Wil`ciuson - Even though youth fees have risen more than adult fees this year, adult. fees were raised in last one or two years. Id. CAPITAL• IMPROVEPM7PS. Reeves - has Parks and Recreation Board evaluated use of Parks and Recreation building recently? -2- V. PUBLIC RELATIONS. Presentations of summer parks and recreation programs could be given in the spring to PTA's and service clubs prior to summer sign-ups. Mention was made of public meetings for citizens' views. Council members were in favor of a bus tour as weather warms up for Council and Advisory Board members. There should be emphasis on bikes and trails systems. Permission was given to fund an updated citizen survey concerning parks and recreation. Other suggestions from Council: Review the Board's by-laws; make recommendations to Council should changes be necessary re: number of meetings yearly, task forces, etc. Check with Cultural Resources Board as to how their task force committees are set up. Items should be brought to Council that Advisory Board vanta acted upon. There is a form in Board and Commission Manual for requesting help. Council should use these five designated areas and respond to each.
