HomeMy WebLinkAboutParks And Recreation Board - Minutes - 03/29/1977WRKS AND RSCREA'Pr0N ADVISORY BOD MINUTES OF MEETING March 29,1977 The regular monthly meeting of the Fort Collins Parks and Recreation Advisory Board was called to order by President Bob Hunt, Tuesday, March 29th, at 7:00 P.M. Minutes of previous meeting were approved. Board members, Charles Basham, Donna Beard and Kenneth Nelson, who attended the Parks and Recreation Board workshop in Cheyenne, gave a report on that meeting. They indicated the workshop was helpful in outlining the roles and responsibili- ties of a lay board. Charles Basham will be working on the Parkland Planning and Acquisition sub- committee; Kenneth Nelson will indicate later the sub -committee on which he will work. H. R. Phillips explained the present method of land acquisition. Bill Holmes takes care of land purchase with advice from H. R. and the staff. H. R. feels the Parks and Recreation staff, plus the Advisory Board should be involved in the decision process with the actual purchase being done by Holmes, after Council approval. More people should be involved; this then strengthens Bill Holmes' position when presenting the plan to Council. Dwain Miller said that the Parks and Recreation Advisory Board should make a format showing how a particular land acquisition fits in over-all recreation or park plan. Dwain Miller will ask Howard Alden, President of Poudre Greenbelt Association, to speak to the Parks and Recreation Advisory Board at the May 24th meeting. This is to be an informative meeting, with use of maps, prior to the Board's tour of open space land. CITY SURVEY: The city survey concerning recreational needs, has been completed. 380 households were contacted. There appears to be a considerable variation compared to the 1973 survey: No. 1 request is for bike trails. The recreation class will make a presentation of survey results to Parks and Recreation Board at April 26th meeting; the class will also present the results to City Council at their work session. CAPITAL IMPROVEMENTS PROGRAM: Bob Crockett will give a breakdown of Capital Improvements Program to the Advisory Board at April meeting, and wants input from Board members at May meeting. PUBLIC RELATIONS: Clara Donohoe showed sample of McDonald's tray liner with monthly calendar for Parks and Recreation Department activities. Newspaper brochure of Department's spring programs has been almost totally paid for by ads in brochure. 75% of brochure cost has to be regained through ads. Bob Crockett suggested a public forum might be helpful to educate citizenry about the Parks and Recreation Department. REPORT FROM H. R. PHILLIPS: The use of funds from state lottery for con- servation is still in question. Landscaping and blacktopping on south side of lake has been bid. Trees are being planted downtown on the re -development plan. Employees must now be certified for application of pesticides and chemicals; several will take test. The county has requested a bridge from the city to tie into trails system on county property. There have been 120 applications for position of City Arborist. The person selected will go on duty May 1, 1977. Lee Martinez Park - The west parking area is out to bid; playground to be completed early May. Buckingham Park - Sertoma has donated a canopy for a shelter. Restrooms, parking lot, backstop and sprinkler system being worked on. Legacy Park - Horseshoe and picnic area has to be worked on this year due to allocation of federal funds. Lone Star Steel has donated $1,1000.00 for a free youth tennis clinic the week of July loth at Edora courts. Parks and Recreation Department will manage and supervise the clinic for beginners and advanced beginners. The funds will be used to cover the cost of instructors, T-shirts and trophies. The parking spaces in the parking lot next to the Community Center building can no longer be reserved, according to City Council. (6 spaces were approved) City Administration has met with Don Webber regarding the possibility of adding a full size gym at the new elementary school in southeast Fort Collins.
