PARKS AND RECREATION ADVISORY BOARD
MINUTES OF MEETING
July 26, 1977
Meeting was called to order by Vice -President Bob Crockett on July 26th at
7:00 P.M. Minutes were approved as corrected. A letter has been sent to
Paul Lanspery requesting adequate time for budget review by Advisory Board.
A motion for "no smoking" during board meetings passed.
OLD BUSINESS:
Capital Improvements: Committee would like discussion on their recommendations
within two months. H. R. will bring back staff discussion by September.
Budget & Finance: No one on Board at present is on this committee; representa-
tion will be deferred until next meeting.
Planning & Acquisition: Dwain Miller absent; Charles Mayhugh will serve on
this committee.
Long Range Recreation Programs: This committee has four persons; possibly
1 or 2 should be re -assigned to other committees. Fall program schedule
will be out August 21st: ceramics classes will resume; no fee changes at
present because it was done last spring; fee revisions must have Council
approval. Report from committee will be given September or October.
Public Relations: No report. Update on committee recommendations will be
given at August meeting.
Recognition for service beyond the usual term in the form of a plaque will
be presented to Clara Donohoe at the September meeting.
The community survey report from Dwain Miller will be requested for August
meeting.
NEW BUSINESS:
Proposed changes to By -Laws: So that the Board will not be without officers,
should it decide to meet in summer, Article V, Section 2 shall read:
Officers shall be elected at June meeting each year.
To comply with city regulations for Boards and Commissions -
Article IV, Section 1 - shall read: The term of office is four years.
Article IV, Section 2 - shall read: Board members may serve two
successive terms.
Article VII, Section 1 - shall read: Monthly meetings shall be held as
approved by Board
Article VII, Section 2 - shall be omitted:
Article VII, Section 3 - shall become Section 2
These changes will be voted upon at August meeting.
STAFF REPORT:
Tom Frazier requested the Board to consider a change of no fees from low income
participants to 1/3 of usual fee. Philosophy behind this change (which coincides
with philosophy of Community Education) is that it develops a better self-image
to pay something. With passage of motion, Board recommends that City Council
approve charges to low-income persons, as determined by present methods, be

1/3 the normal fee, instead of being free; swimming patches would still be
free to these persons.
Enrollment is down on playground program due to fee of $10.00 per child;
everybody at Juan Fullana playground pays $3.00, regardless of income.
Glenda Potesta has been hired as director of Northside Recreation program.
Two new clerk/typists will have been hired.
Community Education has received $41,000 grant from HEW; there is a potential
of five community schools next year.
Adult drop -in basketball program was very successful; adult drop -in softball
is planned. Planned canoe trip was changed to raft trip.
Virgil Taylor reported that, with some variances, a two-day watering schedule
is being maintained. Parks Department has budgeted for 7 full-time people,
plus 4 seasonal people. He requested Advisory Board support for the additional
personnel requests in order that new Capital Improvements (Cultural Center,
downtown projects, etc.) can be'maintained. Possibly 3 full-time people will
be needed to care for downtown project. Parks budget increase ($438,000.00
to $560,217.00) is mostly for maintenance, not construction.
H. R. Phillips indicated that $39,500.00 in budget for trails and open space
is for operation and maintenance only. To begin trails program - a two -pole
fence is to be erected on Flatirons land. At a fall Board meeting, H. R. will
go into greater detail on trails program. Bill Holmes has suggested some
condemnation of property for right-of-way; plans are underway for a small
nature park, plus trail head parking. Accofding to H. R., it is very necessary
to look at land purchase for park and mini -park use south of city, as it develops.
