Ater consideration of parkland acquisition and development costs, park s'andards, and estimated dwelling unit densities, it became clear that the existing parkland fee is inadequate and that in order to cover total c sts of just neighborhood parks for 1980 the park fee would need to be in the range of $500 to $600. S,jpporting comments: !neighborhood parks should be developed as soon as the service area is built up, so that those who pay get immediate benefit. The low level of parkland funding to date has resulted in delays of up to five years in most areas. Park development is not keeping up with urban growth. The formula for park fees should recognize the inflation, economy and the continuing higher costs of parkland acquisition and development. The board asked staff to investigate two or three alternative formulae which could be used to establish meaningful and fair parkland fees. Recreation Fee: VDved Reid Seconded Toliver That recreation fees for 1980 should not be raised above the levels originally proposed by staff as shown on the attached memorandum. Carried. S•jpporting comments: Recreation programs are a community service which need not, and in many cases, should not be financially self supporting. The substantial fee increases requested by the city administration would reduce participation and place an unwarranted burden on middle and low income families. The original fee structure as proposed by staff shows moderate increases in areas which would not significantly reduce participation. Some board members favored an approach to cost reductions which would reduce the number of programs offered but retain the high quality and accessibility of remaining programs.
