PARKS AND RECREATION ADVISORY BOARD
MEETING - January 22, 1980 rr
Tennis Popularity
The Board agreed that according to the evidence available, tennis
is not on the decline and tennis court development should proceed as
planned.
Tennis Court Costs
Several members suggested that staff should consider reducing the
distance between courts as a means of reducing costs.
Recreation Update
Jean Helburg reported on the current status of recreation programs.
Parkland Fund Update
Chuck Mayhugh expressed a concern that there was no provision in
the budget for maintenance of newly devleoped parks.
Rolland Moore Park: Bob Crockett was concerned that there seemed to be
very little, if anything, in the budget for new development.
Streetscapes &'Detention Ponds Policies
Moved - Reid Seconded - Crockett
The Board supports the purpose and content of the revised (1/3/80)
"Policies and Guidelines for Landscape Development and Maintenance of
Streetscapes and Detention Ponds", and recommends adoption by the City.
Carried
COMMENTS:
1. The area of streetscape landscaping, which the City would have
to maintain, would increase under the conditions of this proposal.
These increased costs should be evaluated and budgeted.
2. The proposal should be circulated to developers and other effected
parties for additional input.
3. The overall approach and details of the document help to clarify
the City's position and should make the process of plan approval
more streamlined.
Other Business
Donna Beard circulated a letter from Mrs. Rose Brinks concerning the
trails program as a whole and as it affected her property.
Dwain Miller reported on his attendance and meeting of the Human
Relations subcommittee.
Bob Crockett asked the secretary to investigate the response, if
any, by Council to recent Parks and Recreation Board recommendations.

Woodwest Detention Pond
Preliminary designs for the Woodwest detention pond were reviewed.
Some minor concerns of the particular design were discussed. In the
broader context, the Board felt that as a general philosophy detention
ponds could be better utilized for parks and open space and could
supplement neighborhood parks, especially where they are geographically
deficient.
The meeting adjourned at 10:00 P.M.
