The meeting was called to order at 6:36 P.M. by Chairman Mike ImMasche.
Board Member, Janet Sheppard is absent due to a conflict of meetings. Mary Elson
will serve as Acting Secretary for tonight's meeting.
The minutes of the last regular meeting of May 25, 1982, were unanimously approved
as submitted, on a motion by Chuck Solano, seconded by Frances Bujack.
Chairman ImMasche welcomed returning Board member, Bob Aukerman, appointed to a new
term, expiring July 1, 1986; and new Board member, Cathy Mulpahy, QgplAcin,q 4n
Nelson), appointed to a term also expiring July 1, 1906.
Larimer County Parks and Open Space Program Funding Study
Board members received a copy of a report prepared by'K-Lynn Cameron, Larimer County
Open Space Coordinator. H. R. Phillips discussed her proposal, which has been re-
ceived by the Larimer County Commissioners. He said that it is generally a good
program/concept to help finance recreation and open space activities in county Areas,
such as Timnath, Estes Park, Horsetooth Mountain/Reservoir, Carter Lake and probably
Rocky Ridge, etc. However, the program calls for a 1/4 cent sales tax collected by
the County, and distributed by a formula to the cities' and county areas;'tlut it
apparently does not provide enough money to the City, in our opinion.
Bob Aukerman suggested the report did not consider private enterprise thoroughly
enough as a viable county alternative. Bob asked H. R. for his opinion of the report,'
and H.R. feels the funding distribution is the biggest drawback at this time. H. R.
told the Board that the City Manager has not yet received this report. He and the
Board agreed that the report should be forwarded to Mr. Arnold,•for- reviev�,gpd recom-
mendation before any future action. If appropriate, the Board will receive and file"
the study, and invite Ms. Cameron to a future Board meeting,for g4estionis dn�1 dtscuSaiop.,'
Election of Officers for 1982/1983
Nominations opened for Chairman. Mike ImMasche was re-elected Chairman unanimously on
a motion by Frances Bujack; seconded by Mary Elson.
Nominations opened for Vice -Chairman. Chuck Solano was re-elected Vice -Chairman
unanimously on a motion by Dave Adamson; seconded by Apn Schroeder.
Nominations opened for Secretary. Ann Schroeder nominated Mary Elson, seconded by,

Revised 1983 Proposed Budget
Jerry Pl'"Browndiscussed the 1983 Budget. The City Council will hold public hearings
on the Budget on September 7th and 21st, 7:30 P.M. The Budget will be adopted on
October 5th.
- Special Recreation Fund -- Jean Helburg discussed the potential impacts regarding
the creation of a new Special Recreation Fund. The City Council told the City
Manager that they had trouble 'seeing' the revenue recovery rate for the Recreation
Division, so the Special Fund will be created, starting in 1983. The adopted Recreation
Fee Policy states that Recreation is to recover 50% or more of its total expenditures
from its own revenues.
Jean Helburg said there is no real advantage to running moreprograms, as it, in
effect, reduces General Fund contributions. Jerry mentioned that low income, senior
citizen and limited or non -revenue producing programs will probably not be expanded
unless large revenue producing programs, such as softball, will contribute more money.
Jean said overhead expenses are increasing, which should offset revenue gains, so there
will be little or no program expansions. The Fee Policy may not be valid in the future,
since General Fund contributions could remain status quo. I
Indoor Pool Renovation
The Proposed Indoor Pool Renovation Project has been eliminated fromithe 1983 Recommended
Budget. H. R. mentioned that several proposals/options are being reviewed regarding a
potential new pool, but nothing definite at this time.
Parkland Fund
Staff has deleted the entire $260,000 Troutman Park construction project from the 1983
Recommended Budget because the developer informed us that housing development projected
for that,area has been delayed. Also, a new General Administrative Charge of $6,597
has been added to the Parkland Fund Budget. A charge will be computed and transferred
to the General Fund on all future Parkland Fund Expenditures, based upon a formula.
Capital Projects
In addition to,,the already funded Trails Projects, Community Parks,od Parkland Fund
Projects, $100,000 has -.been recommended for additional trails work west of Taft Hill
Road. Also, the,Parks and Recreation Administration Building is proposed for funding
in 1984.
Mil Levy Increase for Community Parks Maintenance
A proposed mil levy increase to property taxes of .7 mil was discussed. H{ R. said
the, average impact on property owners would be $21.91. Bob Aukerman stated that if
we build new parks, we must provide money to maintain them. Therefore, an increase
in taxes is,a must. Chairman ImMasche agreed. Chuck Solanp stated that .t1hq,.wgrding1

A motion was made by Bob Aukerman; seconded by Dave Adamson, that the Board forward
a wri tten 'recommendation to City Council, stating "r„+..The Parks and Recreation Advisory
Bpard recommends that City Council approve an increase in taxes to finance the opera-
tions and maintenance of the, Community Parks, as approved by,City voters in April, 1981.
We support the .7 mil levy ,increase, but we suggest'that Council consider using sales
tax rather than property tax to pay for this expenditure' Community Parks are used
0y,every9ne,rnot just property tax payers. The entire community and surrounding area
benefits from the Community Parks, and, therefore, a sales tax paid by everyone
appears to be a more equitable and logical financing method..." The economic impact
of a sales tax rather than a property tax would be more acceptable to our community
during these economically stressful times. The motion passed 8:0, unanimously.
1983 Recreation Fees and Charges

Jean Helburg explained the 1983 Recreation Division Fees and Charges. Those fees
listed as "varies" depend on different circumstances, such as'swimming lessons. We
charge between $10 to $15 based upon experience level, number of participants, in-
struction skill, etc. Generally speaking, all 1982 fees will continue for 1983,
except those that had to be increased because of increased expenses. Softball will
remain the same. Playgrounds/Tot Lots is the most dramatic change. On a motion by
Frances Bujack, seconded by Chuck Solano, the Board voted unanimously„to accept the
recommended 1983 Recreation Fees and Charges Schedule, as submitted, by staff' and
recommend same to City Council.
Other Business
- Ann Schroeder suggested that the City consider having a yearly event (such as the
Greeley Stampede) to help raise money for the City, Parks and Recreation activities,
and people.
- H. R. updated the Board on the status of the Lottery.
- Mike ImMasche suggested that the City might try to 'bid' for a national softball
tournament when Moore Park is completed.
- H. R. will arrange for Board members to tour facilities that are currently under
construction, sometime in September.
