Parks and Recreation Board
MINUTES: Regular Meeting - June 26, 1984
The annual dinner meeting, held at Brown's Country Inn Restaurant, was called
to order at 6:30 p.m. by President Chuck Solano. Members Bob Aukerman and
Jan Sheppard called in and could not attend. Mike ImMasche was appointed
acting secretary for the meeting. The business portion of the meeting
began at 9:00 p.m.
Agenda Review: No change to the printed Agenda
Citizen Participation: No citizen participation
Minutes: The minutes of the Regular Meeting of May 22, 1984, were approved
unanimously, as submitted, on a motion by Mary Elson, seconded by Cathy
Mulcahy.
Phantom Canyon Presentation:
Bob Morris, Northern Regional Manager, and Joe Maurier, Assistant Regional
Manager, representing the State of Colorado, Division of Parks and Outdoor
Recreation, gave an excellent overview on their proposed Phantom Canyon
Park Project. The presentation included slides of the area, the historical
and variety of leisure pursuits potentially available, various financing
methods, and support thresholds. Board members and staff asked many ques-
tions, including the impact on wildlife. Board members unanimously con-
curred that Phantom Canyon is a project worthy of support. Staff will
prepare such a supportive posture letter. Board members and staff may
tour the site at a later time.
Larimer County Presentation
K-Lynn Cameron, Special Projects Coordinator for the Larimer County Rec-
reation Department, showed slides and made a presentation on the activities
of the County, the recreation areas they manage, and what they feel may
happen in the future. There were several questions and answers, and Board
and staff now have a better understanding of the roll of the County in
recreation.
Other Business
- Jerry P. Brown noted that tonight is the last meeting for Mary Elson,
who is leaving the Board after four years to devote her full time to
her veterinarian studies at CSU. Mary has an excellent attendance record,
and has served as both Secretary and Vice -President. Everyone gave her
an ovation.
- H. R. Phillips made some comments regarding Moore Park and a few minor
problems regarding neighbor (home owners) concerns for noise and lights.
- Chuck Solano said that Officer Ron Richards is the Police Department
patrolman assigned to the Moore Park area. He feels a letter from the
Board to the Police Department endorsing the bike patrol concept for
parks and trails would be appropriate.
- H. R. mentioned that a new set of parks policies is in the 'works'
and should be ready for Board review this fall.
- Cathy Mulcahy said she thinks that there should be hand -rails on the
concrete bleachers at Moore Park (Fran Bujack concurs), and that there
should be a bridge over Spring Creek between the racquet center and
the ballfields.
The meeting was adjourned at 10:25 p.m.
