PARKS AND RECREATION BOARD
MINUTES: Regular Meeting - November 27, 1984
The meeting was called to order at 5:30 p.m. at the Community Indoor Pool by
President Bill Loy. Chuck Solano called and could not attend.
Guests in attendance included Mayor Gerry Horak, 21 students from CSU Outdoor
Recreation Class-463, and Ron McClary from Poudre R-1.
Board members and guests toured the Community Indoor Pool facility.
Agenda Review: No changes to the printed agenda.
Citizen Participation: No citizen participation.
Minutes: The minutes of the regular meeting of October 23, were approved
unanimously as corrected (date listed was October 24) on a motion by Mike
ImMasche, seconded by Cathy Mulcahy.
Community Indoor Pool
After the tour, board members, the mayor, and staff participated in a question
and answer session. Barb Schoenberger, Andy McRoberts and Mary Ann Easterling
of the pool staff were asked their opinions of pool storage space, the
renovation of a few years ago, and their programs. Bob Aukerman asked about
the future of the facility and what position the board should take. Mike
ImMasche asked about the time frame for the board to take a position. Mayor
Horak stated that the board should know what the community need is regarding
the question of the facility. H. R. Phillips provided some history of the
need. Bill Loy asked about any immediate financial need. Poudre R-1 Board
Representative Ron McClary briefly talked about participation by the schools.
After further discussion, President Loy requested staff to provide data to the
board regarding needs. Barb Schoenberger then invited everyone to the
"Dippin' For a Decade" event on December 15. This is 10 years to the day that
the pool was dedicated in 1974.
Report on Pool/Ice Arena Project
Project Manager Jack Gianola gave an update on the project. He explained the
timetable and stated that the total conceptual cost for the project is $7.2
million, with actual construction costs of $5.6 million. Several conceptual
drawings of the site were reviewed. Preliminary design should be completed in
March 1985, and construction should be completed in late fall 1986, with doors
opening December 25, 1986. There will be another public meeting next month
and the board will again review the project in January/February. Board
members were generally pleased thus far with the status of the project.
Proposed Archery Range at Sludge Farm Property
H. R. Phillips presented information on the proposed archery range at the
Sludge Farm Open Space Property. The board reviewed a conceptual site drawing
and projected costs utilizing Lottery funds. Board members concurred that
tying in this project to the future Strauss Cabin Trail extension on the river
was appropriate and were favorable to the project.
Advertising Committee Report
Mike ImMasche discussed the recent Advertising Committee meeting and what
direction they were taking. Several different policies are needed for outdoor
parks and for indoor facilities. The committee and staff will provide a
written policy statement for full board review in January. Ron McClary talked
about the Poudre R-1 policy on advertising, as well as the potential usage of
corporate sponsorship of school and recreational activities.
Status of Capital Projects
H. R. updated the board on various capital projects including: Lee Martinez
Park Farm, Leisure Park, Landings Park, Woodwest North Detention Park, the
trails rip rap on the lower Poudre, Spring Creek Trail undercrossing on Lemay,
and the Foothills Trail. H. R. told board members that Council had approved
the punccase of the Rogers Park site, and that a tour of the Foothills Trail
with Dr. Austin of CSU was planned for December 13 at 10:30 a.m. Board
members are welcome to attend. David Shands asked about the possibility of
extending the Spring Creek Trail past Edora Park east nearer to Timberline. H.
R. explained about the problem with crossing the railroad tracks, but staff
would investigate.
December 25 Meeting
The next scheduled meeting of the board is Tuesday, December 25. After much
discussion, the board voted unanimously to cancel that meeting, and to add a
special meeting for Tuesday, January 8, 1985, as the next meeting. We will
also meet January 22, 1985, as well. Board members do not desire a December
meeting at this time.
Other Business
-Karen Schubert reported on the one-half day workshop committee research
of other cities' Parks and Recreation Boards. She and Chuck Solano will
continue to pursue the project.
-Ron McClary talked about the good working relationship between Parks
and Recreation and the Poudre R-1 School District.
The meeting was adjourned at 8:02 p.m.
