HomeMy WebLinkAboutLiquor Licensing Authority - Minutes - 02/05/2001LIQUOR LICENSING AUTHORITY MINUTES Regular Meeting - February5, 2001 1:15 p.m. Council Liaison: Ray Martinez 11 Staff Liaison: Aimee Jensen A regular meeting of the Liquor Licensing Authority was held on Monday, February 5, 2001, in Municipal Court, Justice Center, 201 LaPorte. Judge Kathleen M. Lane presiding. Staff in attendance: Greg Tempel, Assistant City Attorney Richard Johnson, Liquor Enforcement Officer Aimee Jensen, Deputy City Clerk Agenda Review Deputy City Clerk Jensen stated there were no changes to the agenda. Consent Agenda The Consent Calendar is intended to expedite the meeting and allowthe Authorityto spend its time and energy on the important items on a lengthy agenda. Items on the Consent Calendar are (1) routine items; and (2) those of no perceived controversy. Anyone may request that an item be "pulled" off the Consent Calendar and considered separately. Items pulled from the Consent Calendar will be considered separately immediately following adoption of the Consent Calendar. 1. Approval of Minutes from January 29, 2001 meeting. Judge Lane adopted the Consent Agenda. Transfer of Ownership of Mai's Vietnamese Cuisine, 151 South College, from Hanh T. Do, to Farlee, Inc., and Trade Name Change to La Choza Grill & Bar, Approved Bruce Osbome, President of Farlee, Inc., briefly described his background. He stated he has received training in Arizona in the sale of alcohol. Mr. Osborne stated theywill be open for earlymorning coffee and pastries, lunch and dinner. He stated any employee found in violation of the liquor code will be terminated. Mr. Osborne stated he will be on premise either at opening or closing each day. Rick Lee, secretary, stated he is an investor only and will not be involved in the day to day operations. • E February5,2001 Alireza Ghara Hassanlou, treasurer, stated he has no experience with liquor sales. He stated he will be head of security. Mr. Ghana Hassanlou stated he will be responsible for training the security personnel. Judge Lane approved the Transfer of Ownership of Mai's Vietnamese Cuisine, 151 South College, from Hanh T. Do, to Farlee, Inc., and Trade Name Change to La Choza Grill & Bar. Request from Farlee, Inc., dba La Choza Grill & Bar, 151 South College Avenue, to Rick Lee, applicant, briefly described the proposed changes. He stated they intend to use pan of the second level for a bakery and that the public will not have access to it. Mr. Lee stated the mezzanine will be used for overflow seating only. Mr. Osborne stated they will have wait staff monitoring the doors to the restroom facilities. Mr. Lee stated he there will not be any changes to the drawings. Jay Witten, owner of Jays Bistro, expressed concerns that there are not adequate bathroom facilities. Faro Najoumi, landlord, stated the bathrooms in the basement will be made available to the public for La Choza. He stated the bathrooms are adequate for the size of the establishment. Mr. Najoumi stated if there proves to be a problem, then they will add bathrooms inside La Choza. Judge Lane approved the request from Farlee, Inc., dba La Choza Grill & Bar, 151 South College Avenue, to Change, Alter, or Modify the Licensed Premise contingent upon documentation from Building Inspection that all building issues are resolved. Hearing on a New Application from Daddy's, LLC, for a Hotel -Restaurant Liquor License at Robert Donald Braddy, applicant, was sworn. Greg Tempel, Assistant CityAttorney, stated Mr. Braddyhas not submitted a fullyexecuted operating agreement. Mr. Braddy stated he is still in the process finalizing it and will provide the Clerk's office with a copy. Mr. Braddy stated he has had many years of experience in the restaurant business and that he hopes to open byApril 1. He stated he will have his employees card patrons at the table. Mr. Braddystated there is no patio. Mr. Braddy briefly reviewed the petitioning process. He stated people were generallyin support of this February 5, 2001 application. Judge Lane marked the petitions as Exhibit 1. Judge Lane adopted Resolution 2001-01 approving the application from Big Daddy's, LLC, for a Hotel - Restaurant Liquor License at Braddy's Downtown Restaurant, 160 West Oak Street, contingent upon receipt of a fully executed operating agreement.
