Regular Meeting — May 7, 2001

A regular meeting of the Liquor Licensing Authority was held on Monday, May 7, 2001, in Municipal
Court, Justice Center, 201 LaPorte. Judge Kathleen M. Lane presiding.

Agenda Review
Deputy City Clerk Jensen stated Assistant City Attorney Tempel will present a stipulation agreement
for University Park Holiday Inn, 425 West Prospect.
Consent Agenda
The Consent Agenda is intended to expedite the meeting and allow the Authorityto spend its time and
enetgyon the important items on a lengthy agenda. Items on the Consent Agenda are (1) routine items;
and (2) those of no perceived controversy. Anyone may request that an item be "pulled" off the
Consent Agenda and considered separately. Items pulled from the Consent Agenda will be considered
separately immediately following adoption of the Consent Agenda.

Judge Lane adopted the Consent Agenda.
Request from Joe's Fireside, Inc.,
dba Joe's Fireside Cafe, 238 South College, to
Joseph Ierisi, President of Joe's Fireside, Inc., described the proposed changes. He brieflyreviewed the
encroachment permit diagram in comparison to the diagram he submitted with this application.
Assistant CityAttomeyTempel requested that this item be continued to May21, 2001. Mr. Ierisi stated
he will revise the diagram and submit it to the City Clerk's office.
Judge Lane continued the request from Joe's Fireside, Inc., dba Joe's Fireside Cafe, 238 South College,
to change, alter, or modify the licensed premises to May 21, 2001.

of Fred Warren as Manager of
May 7, 2001
Fred Warren, manager applicant, stated he has been in the hotel business for 20 years and has received
extensive on the job training. Mr. Warren stated he has been at this establishment since October, 2000.
He stated he is on premise approximately 60 hours per week. Mr. Warren stated he has a copy of the
liquor code on premise. He stated any violation of the liquor code will result in termination for any
employee.
Judge Lane approved the registration of Fred Warren as manager of University Park Holiday Inn, 425
West Prospect Road.

Assistant GtyAttomeyTempel summarized the stipulation agreement and stated that the Licensee was
present to answer questions. He stated that the Licensee agreed to a 5 day suspension [2 days served
($336 paid in lieu of serving 2 days), 3 days held in abeyance for 1 year].
Fred Warren, manager, stated he has submitted an application to modifythe premise which is scheduled
to heard at June 4, 2001. He stated all these modifications were made 2-3 years ago.
Judge Lane approved the findings and order accepting the stipulation agreement as presented for
University Park Holiday Inn, 425 West Prospect.

Steven Kyle King, manager applicant, briefly described his background. He briefly described the
training required of all employees. Mr. King stated Rubio's Restaurant only has beer on premise. He
stated he personally trains each employee in the service of alcohol. Mr. King stated he is on premise
50-60 hours per week. He stated he has the liquor code on premise. Mr. King stated whenever beer
is sold the cash register requires the operator to input a birth date.
Judge Lane approved the registration of Steven Kyle King as manager of Rubio's Restaurant, 4709
South Timberline.

Manager of Back Allege, 120 1/2 West Laurel, Postponed to May 21, 2001
This item was postponed to May 21, 2001.

Registration of Jason Hanson as
Manager of Fort Collins Hooters,
2631 South College Avenue, Approved
Jason Hanson, manager applicant, stated he is T.I.P.'s certified. Mr. Hanson stated all his staff is
required to be T.I.P.'s certified. He stated he employes 35 waitresses and 12 cooks. Mr. Hanson stated
the managers on duty randomly check id's in addition to the wait staff checking identifications. He
stated he has the liquor code on premise. Mr. Hanson detailed his employment history.
Judge Lane approved the registration of Jason Hanson as manager of Fort Collins Hooters, 2631 South
College Avenue.

LarryGannon, attomeyrepresenting the licensee, stated most of the modifications were completed last
year. He stated the contractor, George Hayes, was present to answer any questions for the Authority.
Mr. Gannon detailed how and when the establishment was remodeled. He stated theywill remove the
freezer from the licensed premise and label the fence.
Judge Lane approved the request fromFort Collins Hooters, Inc., dba Fort Collins Hooters, 2631 South
College Avenue, to change, alter, or modify the licensed premises.
Other Business
Staff agreed that the July 2, 2001 meeting may be cancelled.
Discussion followed regarding Bed and Breakfast Permits. Deputy City Clerk Jensen stated she will
notify all the bed and breakfast establishments in the City limits as to changes the Authority will
consider at a future meeting.
