A regular meeting of the Liquor Licensing Authoritywas held on Monday, August 6, 2001, in Municipal
Court, Justice Center, 201 North College. Judge Kathleen M. Lane presiding.
Staff in attendance: Teresa Ablao, Assistant City Attorney
Richard Johnson, Liquor Enforcement Officer
Aimee Jensen, Deputy City Clerk
Aeenda Review
Deputy City Clerk Jensen stated that the representative for the Fort Collins Museum of Contemporary
Art was not present, but that Assistant City Attorney Ablao had no objections to the Special Events
Permit application.
Consent Agenda
The Consent Agenda is intended to expedite the meeting and allow the Authorityto spend its time and
energyon the important items on a lengthyagenda. Items on the Consent Agenda are (1) routine items;
and (2) those of no perceived controversy. Anyone may request that an item be "pulled" off the
Consent Agenda and considered separately. Items pulled from the Consent Agenda will be considered
separately immediately following adoption of the Consent Agenda.
1) Approval of Minutes from Wy 16, 2001 meeting
2) Consideration of an Application for a Special Events Permit from the Fort Collins
Museum of Contemporary Art at Oak Street Plaza, September 13, 2001.
Judge Lane adopted the Consent Agenda.
Hearing on a New Application from Chipotle Mexican Grill, Inc.,
for a Hotel -Restaurant Liquor License at
Chipotle Mexican Grill, 649 South College, Approved
Jon Stonbraker, attorney representing Chipotle Mexican Grill, Inc., stated a representative for the
applicant is present and that they are ready to proceed. In response to a question from Assistant City
Attorney Ablao, Mr. Stonbraker stated he will provide detailed information of the patio, as well as an
encroachment permit.

Bret Mansur, representative for Liquor Petitioning Professionals, was sworn. He described the
petitioning process and indicated the petitions represent 212 (96%) signatures in favor and 9 (40/6)
signatures in opposition. Mr. Mansur stated he is not compensated based on the results of the petition.
The petitions were marked as Exhibit 1.
Matt Scheinman, Chipotle Mexican Grill area manager, brieflydescribed his duties. He stated Chipotle
is a `quick serve' type restaurant. Mr. Scheinman briefly described security measures that are taken to
make sure under -age patrons are not served alcohol beverages. He stated each employee is required to
read and sign a statement confirming they understand Chipotle's policies and procedures. Mr.
Scheinman stated that whenever an alcohol beverage is rung up on a cash register, the employee is
required to enter a date of birth. He stated he is aware that the location is close to Colorado State
University and that it will require a heightened awareness for carding patrons. Mr. Scheinman stated
that 99% of their sales is from food, with alcohol sales of 1%. He stated he will have a liquor code on
premise. Mr. Scheinman stated he will add their policy of not serving more than 2 drinks to a patron
to their training manual. He stated he will require all employees attend training provided by Liquor
Enforcement Officer Richard Johnson.
Chipotle Mexican Grill employee training manual was marked as Exhibit 2.
Judge Lane adopted Resolution 2001-07 approving the hotel -restaurant liquor license at Chipotle
Mexican Grill, 649 South College Avenue, contingent upon receipt by the City Clerk's office of a
detailed diagram of the patio and an encroachment permit.
