A regular meeting of the Liquor Licensing Authority was held on Monday, September 17, 2001, in
Municipal Court, Justice Center, 201 North College. Judge Kathleen M. Lane presiding.

.Agenda Review
Deputy City Clerk Jensen stated the application from Bo Lin, for a Beer and Wine License at China and
Japan Restaurant, was incomplete.
Consent Agenda
The Consent Agenda is intended to expedite the meeting and allow the Authorityto spend its time and
energy on the important items on a lengthy agenda. Items on the Consent Agenda are (1) routine items;
and (2) those of no perceived controversy. Anyone may request that an item be "pulled" off the
Consent Agenda and considered separately. Items pulled from the Consent Agenda will be considered
separately immediately following adoption of the Consent Agenda.

Registration of Edgar Toms as Manager
of Catrabba's Italian Grill, 1212 Oakridge Drive, Approved
Edgar Toms, manager applicant, briefly discussed his background. He stated he has been in the
restaurant business for several years. Mr. Toms briefly described his training. He stated he is on
premise 65 hours per week Mr. Toms stated employees understand that they will be terminated if they
violate the liquor code. Mr. Toms stated he has the liquor code on premise.
Judge Lane approved the registration of Edgar Toms as Manager of Carrabba's Italian Grill, 1212
Oakridge Drive.
Registration of Kevin James Bonich as Manager
of Red Lobster # 393,
3301 South College Avenue, Approved
Kevin Bonich, manager applicant, stated he has been a Red Lobster manager for 14 years. He briefly
described the training he has received in the service of alcohol, as well as his staff. Mr. Bonich stated
he supervises 85 employees. He stated he is on premise for 60 hours per week Mr. Bonich stated
employees violating the liquor code will be terminated. He stated he has the liquor code on file.
Judge Lane approved the registration of Kevin James Bonich as Manager of Red Lobster # 393, 3301
South College Avenue.
Request from GMRI, Inc., dba Red Lobster,
3301 South College Avenue,
Kevin Bonich, representative for the applicant. Mr. Bonich brieflydescribed the proposed modification
of the premise. He stated they will be re -locating the bar, as well as removing some walls. Mr. Bonich
stated a hostess will monitor the front door. He stated customer response has been positive to the
proposed modification.
Judge Lane approved the request from GMRI, Inc., dba Red Lobster, 3301 South College Avenue, to
Change, Alter, or Modify the Licensed Premises.
Registration of Gregory Romans as
Manager of The Armadillo Club, 354 Walnut Street, Approved
GregoryRomans, manager applicant, stated he has been with this Armadillo Club for 2 years. He stated
he has worked in the restaurant industry for several years. Mr. Romans stated he has been the acting
general manager since June. He briefly described his background and training he has received. Mr.
Romans stated he is on premise 60-80 hours per week He stated patrons are carded at the table and
at the bar. Mr. Romans stated an employee will be terminated if found in violation of the liquor code.
He stated the liquor code on premise.
Judge Lane approved the registration of Gregory Romans as Manager of The Armadillo Club, 354
Walnut Street.

Bo Lin stated, thru his interpreter, that he did the petitioning on his own. Judge Lane stated the Local
Liquor Licensing Authority bylaws requires petitions and other supporting documentation to be
submitted 10 calendar days prior to the hearing. Mr. Lin stated he does not have written consent from
the landlord to serve alcohol.
Judge Lane re -scheduled the hearing from October 15, 2001. She stated the petitions, a revised diagram
and amended lease is due by October 1, 2001.
Hearing on a New Application from Wal-Mart Stores, Inc.,
for a 3.2% Beer - Off Premise License at
Wal-Mart Superc enter# 2729, 1250 East Magnolia Street, Approved
Damon Mussman, representative for Wal-Mart Stores, Inc., was swom. He stated he has worked for
Wal-Mart for 12 years. Mr. Mussman briefly described his background. He briefly described the store.
Mr. Mussman stated beer sales represent 1% of food sales and less than 1% of total store sales. He
briefly described the training employees receive. Mr. Mussman stated that when an age sensitive
product is rung up, the cash register requires a date of birth to be entered before it will continue with
the transaction. He stated that employees are terminated if theyviolate the liquor code. Mr. Mussman
stated they are planning on open October 21, 2001. He stated the beer cooler is locked between the
hours of midnight and 5:00 a.m. Mr. Mussman stated the cash register will not allow a beer sale
between midnight at 5:00 a.rrL He stated the liquor code is on premise and readily available for
reference.
Max Scott, representative for Oedipus, Inc., was sworn. He stated Wal-Mart is constantly working to
improve their training procedures. Mr. Scott stated Wal-Mart is very aggressive in dealing with
employees that violate the liquor code. He briefly described the petitioning process and indicated the
petitions represent 179 (97%) signatures in favor and 6 (3%) signatures in opposition.
Ms. Mussman stated Wal-Mart recently has donated $2,000,000 in aid to the Emergency Relief Fund
in response to the recent terrorist attacks.
Judge Lane adopted Resolution 200 1- 10 approving the application from Wal-Mart Stores, Inc., for a
3.2% Beer - Off Premise License at Wal-Mart Supercenter # 2729, 1250 East Magnolia Street.
Hearing on a New Application from Casa Inc., Inc.,
for a Hotel -Restaurant Liquor License at
2413 South College Avenue, Approved
Javier Rodriguez, Jose Rodriguez, and Mario Gutierrez, representatives for Casa Inca., Inc., were sworn.
Mr. Gutierrez brieflydescribed his background and training he has received. He stated he has contacted
Liquor Enforcement Officer Johnson to train his staff. Mr. Gutierrez stated theyplan on opening in
3-4 months. He stated 70% of their sales is food, with the remaining 30% in alcohol sales. Mr.
Gutierrez stated Inca Mexican Restaurant is a family -style restaurant. He stated he will submit a revised
diagram showing entrances and exits, as well as a detail of the patio wall. Mr. Gutierrez stated servers

will continually circulate throughout the patio area. He stated they will have camera monitoring the
patio area which will be watched from the office. Mr. Gutierrez stated employees violate the liquor
code will be terminated. He stated they have had no liquor violations.
Kelly Pietrs, representative for Esquire Petitioning Service, was swom. She briefly described the
petitioning process and indicated the petitions represent 260 (99%) signatures in favor and 3 (1%)
signatures in opposition. Ms. Pietrs stated this is a strong surveyin support of the issuance of this liquor
license.
Judge Lane adopted Resolution 2001-09 approving an application from Casa Inca, Inc., for a hotel -
restaurant liquor license at Inca Mexican Restaurant, 2413 South College Avenue.
