LIQUOR LICENSING AUTHORITY MINUTES
Regular Meeting - January 14, 2002

A regular meeting of the Liquor Licensing Authority was held on January 14, 2002 in Municipal Court,
Justice Center, 201 LaPorte. Judge Kathleen M. Lane Presiding.

Agenda Review
Deputy City Clerk Jensen stated there are no changes to the agenda.
Consideration of an Application from Big johns Team, for a
Special Events Permit at 314 East Mountain Avenue on February 2, 2002, Approved
John Buoniconti, event manager, briefly described the event. He stated he expects 100-200 attendees.
Mr. Buoniconti stated volunteers will ID any persons drinking.
Judge Lane granted the Special Events Permit to Big John's Team for February 2, 2002 at 314 East
Mountain.
Registration of Kathryn Plese as
Manager of The Olive Garden, 3905 South College Avenue, Approve
Kathryn Plese, manager applicant, briefly described her responsibilities and the training she and the
employees have received in the sale of alcohol. She stated a violation of the liquor code results in
immediate termination and that she has the liquor code on premise. Ms. Plese sated she is on premise
60-70 hours per week.
Judge Lane approved the registration of Kathryn Plese as Manager of The Olive Garden, 3905 South
College Avenue.
Registration of Jeff Lewis as Manager of
Chuck E. Cheese's.105 West Prospect. Approved with Condition
Jeff Lewis, manager applicant, briefly described his work history and alcohol training provided by the

licensee. Mr. Lewis stated each alcoholic beverage ordered requires a corresponding identification and
added that the restaurant does not sell much liquor. He stated patrons are normally limited to 2
alcoholic drinks each. Mr. Lewis stated a violation of the liquor code results in automatic termination
and that he has a current copy of the liquor code on premise.
Judge Lane approved the registration of Jeff Lewis as Manager of Chuck E. Cheese's, 105 West
Prospect, contingent upon receipt of memo from CEC Entertainment acknowledging that they are
familiar with his background.
Registration of Paul Schickler as Manager of
Austin's American GrilL 100 West Mountain, Approved
Paul Schickler, manager applicant, briefly described the training he has received in the sale and service
of alcohol. Mr. Schickler stated he has the liquor code on premise and a violation of the liquor code
by an employee will result in immediate termination. Mr. Schickler briefly described his background.
Judge Lane approved the registration of Paul Schickler as Manager of Austin's American Grill,100 West
Mountain.
Transfer of Ownership of Parrilla Grill, 185 North College.
from La Parrilla, Inc., to Azteca Mexican Restaurant of Wyoming. Inc..
and Trade Name Change to LaCosta Grill, Postponed
Judge Lane postponed the hearing on the transfer of ownership of Parrilla Grill, 185 North College,
from La Parrilla, Inc., to Azteca Mexican Restaurant of Wyoming, Inc., and trade name change to
LaCosta Grill to February 4, 2002.
Registration of Marilu Gonzalez as Manager of

Judge Lane postponed the hearing on the registration of Marilu Gonzalez as Manager of LaCosta Grill,
185 North College to February 4, 2002.
Hearing on a New Application from Austin's American Grill 2815, Inc.,
for a Hotel -Restaurant Liquor License at
Austin's American Grill, 2815 Harmony Road, Unit D, Approved
Judge Lane stated Scott McCarthy, representative for Austin's American Grill 2815, Inc., is a neighbor
but feels it is not a conflict. Assistant City Attorney Ablao stated she had no objection to Judge Lane
presiding over this hearing. Steve Taylor and Scott McCarthy, representatives for Austin's American
Grill 2815, Inc., were sworn. Mr. Taylor stated the new restaurant will have 5,800 square feet plus an
outdoor patio and will be similar to the downtown Austin's. He stated employee training will also be
the same and that the new location will have a similar menu. Mr. Taylor stated staff will be monitoring
the patio which will have a wait station. He stated they plan on opening March 11, 2002. Mr. Taylor

stated that the business would be 80% food and 20% liquor. He stated that they focus on food sales
and consider liquor a compliment to food.
Ryan Meredith, employee of Austin's American Grill 2815, Inc., was sworn. He briefly described the
petitioning process noting that he made sure to give individuals the opportunity to say `no' to the
application. Mr. Meredith stated this was high return on the petitions.
In response to a question from Assistant City Attorney Ablao, Mr. Taylor briefly described the financing
for this location.
Judge Lane adopted Resolution 2002-01, approving an application from Austin's American Grill, 2815,
Inc., for a hotel -restaurant liquor license at Austin's American Grill, 2815 Harmony Road, Unit D.

Austin's American Grill, 2815 Harmony Road, Unit D. Approved
Aaron Jackson, manager applicant, briefly described the training he and employees have received in the
sale and service of alcohol. Mr. Jackson stated he will make sure he has the liquor code on premise and
that any employee found in violation of the liquor code will result in immediate termination. He briefly
described his background.
Judge Lane approved the registration of Aaron Jackson as manager of Austin's American Grill, 2815
Harmony Road, Unit D.
Show -Cause Hearing for South China Restaurant
4613 South Mason, Show -Cause Hearing Vacated
Assistant City Attorney Ablao requested that the show -cause hearing for South China Restaurant be
vacated as the change in corporate structure has been completed.
Judge Lane ordered that the show -cause hearing for South China Restaurant, 4613 South Mason be
vacated.
Show -Cause Hearing for Bourbon Street Bar and Grill
151 South College Avenue, Show -Cause Hearing Vacated
Assistant City Attorney Ablao requested that the show -cause hearing for Bourbon Street Bar and Grill
be vacated as the change in corporate structure has been completed.
Judge Lane ordered that the show -cause hearing for Bourbon Street Bar and Grill, 151 South College
Avenue be vacated.

Show -Cause Hearing for Sangria Rose Tapas Bar,
Bldg. 23, Suite 100 Old Town Square, Postponed
The applicant requested that this hearing be postponed to February 4, 2002 in order to resolve a
manager issue.
Judge Lane postponed the show -cause hearing for Sangria Rose Tapas Bar, Building 23, Suite 100 Old
Town Square to February 4, 2002.
Police Report
Baby Grands
Assistant City Attorney Ablao briefed the Judge on alleged violations at Baby Grands, 159 West
Mountain Avenue. She requested the Judge schedule a show -cause hearing for February 4, 2002.
Judge Lane found that probable cause exists to schedule a show cause hearing on February 4, 2002, for
Baby Grands, 159 West Mountain Avenue for alleged violation of violation of 12-47-301(3) (b) of the
Colorado Revised Statutes. Judge Lane also instructed Deputy City Clerk Jensen to issue any necessary
subpoenas.
Other Business
Judge Lane cancelled the January 28, 2002 meeting.
The meeting adjourned at 2:16 p.m.
