Regular Meeting - June 3, 2002

A regular meeting of the Liquor Licensing Authority was held on June 3, 2002 in Municipal Court,
Justice Center, 201 LaPorte. Judge Kathleen M. Lane presiding.
Staff in attendance: Teresa Ablao, Assistant City Attorney
Richard Johnson, Liquor Enforcement Officer
Aimee Jensen, Deputy City Clerk
Agenda Review
Deputy City Clerk Jensen stated there are no changes to the agenda.
Registration of Jeffrey See as Manager of
Lone Star Steakhouse & Saloon,100 West Troutman Parkway, Approved
Jeffrey See, manager applicant, briefly described the training he and his employees have received
regarding the sales and service of alcohol. He stated he supervises 50-60 employees and that there
are at least 2 assistant managers on premise. Mr. See stated they card anyone who appears to be
under 30 years of age. He stated they spot check patrons in addition to wait staff checking
identifications. Mr. See stated he does not have the liquor code on premise. He stated he has had
no liquor code violations.
Judge Lane approved the registration of Jeffrey See as manager of Lone Star Steakhouse & Saloon,
100 West Troutman Parkway.
Transfer of Ownership of Hibachi Japanese Steakhouse,
1051 West Horsetooth Road, from
Hibachi Japanese Steakhouse of FTC, Inc., to AKX, LLC. Approved
Cathy Pao, representative for Hibachi Japanese Steakhouse of FTC, Inc., stated this is the second
restaurant she and her family has opened. She stated she manages the restaurants and her husband
is the chef. Ms. Pao stated she has had mostly on-the-job training, but has received some formal
training in signs of intoxication. She stated her servers are conscious of carding patrons and she
plans to have a refresher course for employees in September. Ms. Pao stated they will not make any
structural changes to the restaurant. She stated they plan on carding anyone who appears to be under
35 years of age. Ms. Pao stated 90% of the restaurant clientele is families and they do not attract a

college crowd. She stated she has the liquor code on premise and will likely not terminate
employees who violated the code. Mrs. Pao stated she has not had any liquor code violations.
Judge Lane approved the transfer of ownership of Hibachi Japanese Steakhouse, 1051 West
Horsetooth Road, from Hibachi Japanese Steakhouse of FTC, Inc., to AKX, LLC.
Transfer of Ownership of Fiesta Patio Caf6,
2900 Harvard Avenue, from Adolfo Rogelio Diaz to
The Crepe Company, LLC and Trade Name Change to The Crepe Cafe, Approved
Marc Demontoy and Barret Warner, representatives for The Crepe Company, LLC, stated they both
have previously managed a liquor -licensed establishment. Mr. Warner stated he has attended Officer
Johnson's training. He briefly described the premises. Mr. Warner stated they will card any patron
appearing to under the age of 40.
Judge Lane approved the transfer of ownership of Fiesta Patio Cafe, 2900 Harvard Avenue, from
Adolfo Rogelio Diaz to The Crepe Company, LLC and trade name change to The Crepe Cafe.
Hearing on a New Application from Stump & Lump, Inc.,
for a Tavern Liquor License (change in class of license from hotel -restaurant)
at Lucky Joe's Sidewalk Saloon, 25 Old Town Square
AND
Hearing on a New Application from Zydeco Grille, Inc.,
for a Tavern Liquor License (change in class of license from hotel -restaurant)
at Zydeco's, 11 Old Town Square
Boundary Hearing scheduled for June 24, 2002 and hearings continued to July 15, 2002
Tim Dow, attorney representing Stump & Lump, Inc., and Zydeco Grille, Inc., requested that the
Judge schedule a boundary hearing for June 24 to expand the neighborhood to include the entire City
of Fort Collins.
Assistant City Attorney Ablao stated she objects to the neighborhood being expanded to include the
entire City of Fort Collins. She stated she is in agreement with continuing the hearing until July 15,
2002.

Show -Cause Hearing for First Fish, LLC dba
Sullivan's Tavern, 820 City Park Avenue, Stipulation Agreement Approved
Assistant City Attorney Ablao briefly reviewed the stipulation agreement.
Pete Borba, representative for First Fish, LLC stated he understands the terms and conditions of this
stipulation agreement.
Judge Lane approved the stipulation agreement as presented.
Show -Cause Hearing for Farlee, Inc.,
dba Bourbon Street Bar and Grill,
151 South College Avenue, hearing continued to June 24, 2002
Assistant City Attorney Ablao requested that this show -cause hearing be continued to June 24, 2005.
The meeting adjourned at 2:30 p.m.
