Council Liaison: Ray Martinez Staff Liaison: Aimee Jensen A regular meeting of the Liquor Licensing Authority was held on January 13, 2003 in Municipal Court, Justice Center, 201 LaPorte. Judge Kathleen M. Lane Presiding. Staff in attendance: Teresa Ablao, Assistant City Attorney Richard Johnson, Liquor Enforcement Officer Aimee Jensen, Deputy City Clerk A2enda Review Deputy City Clerk Jensen stated Item #2 has been withdrawn as there will be a transfer of ownership, and Item #9 will contain a motion to continue the item. Registration of Troy Thayer as Manager of Johnny Carino's Italian Kitchen, 4235 South College, Approved Troy Thayer, manager applicant, stated he has been in the restaurant business for 10+ years and talked briefly about the training he has received from Johnny Carino's. He stated he has received specific training from the previous manager regarding Colorado liquor laws. Mr. Thayer supervises 75 employees, 40 of which serve alcohol. He stated he works approximately 50 hours a week. Mr. Thayer stated he would immediately terminate an employee who violates the liquor code. Judge Lane approved the registration of Troy Thayer as Manager of Johnny Carino's Italian Kitchen, 4235 South College. Registration of Amber Wind as Manager of Rasta Pasta, 200 Walnut Street, Approved Amber Wind, manager applicant, stated she received intensive training from Red Lobster and she briefly described her employment background noting she has been at Rasta Pasta for two years. She stated Rasta Pasta has 24 employees and employees would be terminated if they violate the liquor code, though she has not had to terminate anyone. Ms. Wind stated she has the driver's license book and is working on getting a scanner for licenses. She stated she .has the liquor code on premise and her employees regularly attend training conducted by Officer Younger. Judge Lane approved the registration of Amber Wind as manager of Rasta Pasta, 200 Walnut Street. January 13, 2003 Request from Colorado Restaurant Management, Inc., dba Black Eyed Pea, at 4312 South College Avenue, to Change, Alter, or Modify the Licensed Premises, Approved Valerie Bostic, representative for Colorado Restaurant Management, Inc., briefly described the proposed changes. Judge Lane approved the request from Colorado Restaurant Management Inc., dba Black Eyed Pea, at 4312 South College Avenue, to change, alter, or modify the licensed premises. Show Cause Hearing for Colorado Restaurant Management, Inc., 4312 South College Avenue, Stipulation Agreement Approved Assistant City Attorney Ablao summarized the stipulation agreement and stated that the Licensee was present to answer questions. She stated that the Licensee has agreed to a 1 day suspension, 1 day served ($200 fine in lieu of suspension) for violating Regulation 47-302 (making changes without prior approval). Judge Lane approved the findings, conclusion, and order accepting the stipulation agreement as presented for the Black -Eyed Pea, 4312 South College Avenue. Show Cause Hearing for Fitzgerald's, LLC, dba The Vault, 146 North College Avenue, Stipulation Agreement Approved Assistant City Attorney Ablao summarized the stipulation agreement and stated that the Licensee was present to answer questions. She stated that the Licensee has agreed to a 5 day suspension, all 5 days actively served for violating Regulation 47-302, making changes without prior approval. Judge Lane approved the findings, conclusion, and order accepting the stipulation agreement as presented for The Vault, 146 North College Avenue. Show Cause Hearing for Stump & Lump, dba Lucky Joe's Sidewalk Saloon, 25 Old Town Square, Stipulation Agreement Approved Assistant City Attorney Ablao summarized the stipulation agreement and stated that the Licensee was present to answer questions. She stated that the Licensee has agreed to a 10 day suspension, 3 days served (paid fine in lieu of suspension $1257), with 7 days held in abeyance for I year for violating C.R.S. 12-47-9010(h)(I) and Regulation 47-910, after hours consumption. Judge Lane approved the findings, conclusion, and order accepting the stipulation agreement as presented for Lucky Joe's Sidewalk Saloon, 25 Old Town Square. 2 January 13, 2003 Show Cause Hearing for Zydeco's, Inc., dba Zydeco's 11 Old Town Square, Stipulation Agreement Approved Assistant City Attorney Ablao summarized the stipulation agreement and stated that the Licensee was present to answer questions. She stated that the Licensee has agreed to a 4 day suspension, I day served (paid fine in lieu of suspension $539), with 3 days held in abeyance for 1 year for violating Regulation 47-902, did not maintain its establishment in a clean and sanitary condition and in full compliance with the requirements of the State Board of Health. Judge Lane approved the findings, conclusion, and order accepting the stipulation agreement as presented for Zydeco's, 11 Old Town Square.
